About this opportunity

The Department of the Army National Guard is seeking a contractor to provide smoke oil for the Thunderbirds performance at the Toledo Airshow on May 10-11, 2025. The procurement will require delivery of thirty-two full and unopened 55-gallon drums of smoke oil to Eugene F. Kranz Toledo Express Airport no later than April 28, 2025. USAF Technical Orders specify seven acceptable smoke oil brands, including options from Chevron, Shell Oil Company, Copper State Petroleum, W.S. Dodge Oil Company, PetroBlend Corporation, Petro-Canada, and Phillips 66 Company. The pre-solicitation notice indicates that the contract will allow for the return of unused oil after the airshow. The opportunity is classified under the Petroleum Lubricating Oil and Grease Manufacturing NAICS category (324191) and Fuel Oils PSC category (9140).

This procurement is not designated with any specific set-aside status, which suggests it is open to all qualified vendors. The pre-solicitation notice was posted on February 19, 2025, with responses due by February 26, 2025, providing a relatively short window for potential contractors to prepare their submissions. While specific award values are not detailed in the notice, the requirement for 32 drums of specialized aviation smoke oil suggests a moderate-value contract. The tight delivery timeline of April 28, 2025, and the specific technical requirements for the smoke oil indicate this is a precision-focused procurement with stringent vendor qualifications. The contract appears designed to ensure the Thunderbirds have the exact type of smoke oil needed for their performance at the Toledo Airshow.
