The Bureau of Reclamation (Reclamation), Interior Region 8: Lower Colorado Basin intends to award a single indefinite-delivery, indefinite-quantity (IDIQ) contract with firm-fixed-price (FFP) and time-and-materials (T&M) contact line item numbers (CLINs) to acquire contractor services to provide conservation easement monitoring/management services for the Three Links Farm Property located near Benson, Arizona, and to provide perimeter maintenance and trail maintenance for Cook¿s Lake Conservation Area, Pinal County, Arizona.
Reclamation is by trade an engineering firm that is a contemporary water management agency with a strategic plan outlining numerous programs, initiatives, and activities that will help the 17 Western States, Native American Tribes, and others meet new water needs and balance the multitude of competing uses of water in the West.
This requirement will be solicited as an Indian Small Business Economic Enterprise (ISBEE) set aside. The applicable North American Industry Classification System (NAICS) code is 541620, Environmental Consulting Services. The small business threshold is $19M. The solicitation and any amendments to the solicitation will be available through the SAM.gov. The extent of the work will be described in the solicitation. As a result of this pre-solicitation notice, the Department of the Interior, Bureau of Reclamation, anticipates releasing the Request for Proposal (RFP) on or about 23 April 2024 on SAM.gov. The due date for receipt of proposals will be specified in the RFP. This requirement will be solicited and awarded using the procedures outlined in FAR Part 12 in conjunction with Part 13. The anticipated award date is 3 June 2024. The IDIQ ordering period will be five years from date of award. Task orders will each state their own periods of performance.
PRESOLICITATION SITE VISIT. The site visit to one of the survey areas is scheduled for 1 May 2024, 9:00 a.m. PDT. Please register for the site visit by noon on 26 April 2024 by e-mailing Patricia Woodhouse at pwoodhouse@usbr.gov. Include the RFP number (140R3024R0027) and the words ¿site visit¿ in the subject line. Meeting location information will be provided upon registration. If no registrations are received from interested parties, the site visit will be cancelled. Offerors are urged and expected to inspect the site where work is to be performed and to satisfy themselves regarding all general and local conditions that may affect the price of the work to be performed, to the extent that the information is reasonably obtainable. In no event shall failure to inspect the site constitutes grounds for a claim after award of contract.
