About this opportunity
The Bureau of Land Management, Battle Mountain District Office is seeking contractor services to conduct a tree thinning (mastication/grinding) treatment on approximately 838 acres of single-leaf pinyon pine and Utah juniper sites. The purpose of the project is to improve the overall health of sagebrush and woodland ecological sites, modify fuel loading to reduce the risk and severity of wildfire, and to improve wildlife habitat and other watershed values. The competitive solicitation will be issued as a Total Small Business Set-Aside in accordance with FAR Part 19.5, and the NAICS code for this acquisition is 115310 - Support Activities for Forestry-Fuels Management Services, with a size standard of $34M. The solicitation package will be available electronically on or about July 31, 2024, and proposals will be due no later than August 15, 2024. Award will be based on Best Value to the Government in accordance with FAR.
This pre-solicitation notice does not obligate the government to award a contract nor does it obligate the government to pay for any proposal preparation costs. The contract will be a single firm fixed price award, and the Service Contract Act Wage Rate Requirements are applicable to this project. Potential offerors must be registered and currently active in the System for Award Management (SAM) database to be eligible for contract award.

THREE BAR RANCH MASTICATION
The Bureau of Land Management, Battle Mountain District Office is seeking contractor services to conduct a tree thinning (mastication/grinding) treatment on approximately 838 acres of single-leaf pinyon pine (Pinus monophylla) and Utah juniper (Juniperus osteosperma) sites. The service requested is the mastication or grinding of whole tree biomass. The use of mechanical equipment fitted with tracks or low-pressure tires is permissible for this work. The purpose of the project is to improve the overall health of sagebrush and woodland ecological sites, modify fuel loading to reduce the risk and severity of wildfire, and to improve wildlife habitat and other watershed values. The Solicitation will include contract documents with details of the project when it is released.
Project sites are located in Eureka County, Nevada. Service Contract Act (SCA) Wage Rate Requirements are applicable to this project and the appropriate SCA Wage Decision(s) will be included in the solicitation.
The BLM will issue a Total Small Business Set-Aside competitive solicitation on/about July 31, 2024. The BLM anticipates issuing a single firm fixed price award from this solicitation.
The competitive solicitation, 140L3924R0020, will be in accordance with Federal Acquisition Regulation (FAR) Part 19.5, Set-Asides for Small Business. The NAICS code for this acquisition is 115310, Support Activities for Forestry-Fuels Management Services and the size standard is $34M (per the SBA’s Table of Small Business Size Standards).
A Request for Proposal (RFP) solicitation package will be available electronically on or about July 31, 2024, at the SAM website located at www.sam.gov. Proposals will be due no later than August 15, 2024. Potential offerors are responsible for monitoring www.sam.gov for the release of the solicitation package, for any other pertinent information, and for downloading a complete copy of the solicitation package. The government will not provide paper copies of the solicitation. To be eligible for contract award, offerors must be registered, and currently active, and complete the online Representations and Certification in the System for Award Management (SAM) data base via website: http://www.sam.gov.
Award will be based on Best Value to the Government in accordance with Federal Acquisition Regulations (FAR). The Government reserves the right to award a contract to other than the low offeror(s).
