About this opportunity
The 7th Contracting Squadron at Dyess Air Force Base, procuring on behalf of Air Force Global Strike Command, intends to award a sole-source contract to Weapons and Tactics Alliance Group Inc. for the Threat Emitter Adversary Kit 2 (TEAK 2), with quotes due August 11, 2026, and questions due August 4. The procurement is a total small business set-aside under RFO 12.102(a), Commercial Products and Services, foreclosing competition outside that category.
Place of performance is Abilene, Texas. Weapons and Tactics Alliance Group Inc. serves as the prime distributor and exclusive kit integrator for TEAK 2, integrating Motorola's Software Defined Radio (the Ventriloquist 2) with a 50W amplifier, programming laptop, and associated accessories into a TAA-compliant package. Market research and direct technical engagement confirm that the contractor holds proprietary ownership over the specific frequency capabilities and programmable waveform technology required for the 3 ASOG mission, establishing sole-source justification.
The RFQ solicits three line items: three Motorola Ventriloquist 2 programmable emitters, one 50W amplifier, and one programming laptop with chargers, antennas, and operational accessories. The NAICS code is 334220, Radio and Television Broadcasting and Wireless Communications Equipment Manufacturing, with a size standard of 1,250 employees. The PSC is 5865, Electronic Countermeasures, Counter-Countermeasures and Quick Reaction Capability Equipment. The contract is Firm-Fixed Price with mandatory 90-day delivery after award. Payment terms default to NET 30, FOB Destination. Evaluation is based on best value to the Government considering technical acceptability, time, and price. Quotes must be submitted via email to bennie.simmons@us.af.mil and way.spikes@us.af.mil. Contractors must satisfy Buy American provisions, use WAWF for invoicing, and comply with defense telecommunications equipment prohibitions and anti-trafficking requirements.

NOTICE OF INTENT TO SOLE SOURCE
The 7th Contracting Squadron (7 CONS) at Dyess Air Force Base (AFB) intends to award a sole-source contract to WEAPONS AND TACTICS ALLIANCE GROUP INC. This contract is for the procurement of the Threat Emitter Adversary Kit 2 (TEAK 2).
Extensive market research was conducted to identify potential sources. Techniques included a review of mandatory sources of supply in accordance with RFO 8.103, an evaluation of existing Government-Wide Acquisition Contracts (GWACs) per RFO 8.104(a)(2), and direct technical engagement with industry vendors.
WEAPONS AND TACTICS ALLIANCE GROUP INC serves as the prime distributor and exclusive kit integrator for the Threat Emitter Adversary Kit 2 (TEAK 2) specific emitters. While the core Software Defined Radio (SDR)—the Ventriloquist 2 (VQT2)—is a product of Motorola’s Applied Technology Division, WEAPONS AND TACTICS ALLIANCE GROUP INC is responsible for integrating the SDR with the 50W amplifier, programming laptop, and all associated accessories into a singular, field-ready, TAA-compliant package. Market research and direct technical engagement have confirmed that WEAPONS AND TACTICS ALLIANCE GROUP INC holds proprietary ownership over the specific frequency capabilities and programmable waveform technology required for the 3 ASOG mission. This proprietary standing firmly establishes them as the sole responsible source capable of fulfilling this specialized Electromagnetic Spectrum Operations requirement.
This acquisition is being conducted under the authority of RFO 12.102(a) (Commercial Products and Services): Only one source is available." A Justification and Approval for other than full and open competition has been prepared citing the proprietary nature of the required waveform technologies and system integration.
