About this opportunity
The Washington Headquarters Services Acquisition Directorate, acting on behalf of the Executive Services Directorate of the Department of Defense, has issued a Notice of Intent to award a sole source contract to OCLC, Inc. for Library Technical Services Subscription Support Services. This special notice, posted on April 29, 2026, announces the government's intention to enter into a non-competitive procurement valued at $18,042.77. The notice indicates that OCLC, Inc. has been identified as the only vendor capable of meeting the Pentagon's library technical support requirements. The procurement will be executed under the authority of 41 U.S.C. 1901 using simplified procedures outlined in RFO 12.201. This is explicitly stated as a notice of intent and not a request for proposals or quotations.
The History and Library Directorate requires OCLC's subscription services to provide Pentagon library staff and patrons with access to online cataloging resources, an extensive database of library holdings, interlibrary loan support, and a hosted proxy service for database access. The government justifies the sole source award by asserting that OCLC's proprietary WorldCat database, integrated library management systems, and unique global cataloging infrastructure are essential and cannot be replicated by competing vendors. Interested parties who wish to challenge this determination may submit written responses by email to whs.mc-alex.ad.mbx.ks@mail.mil by 10:00 A.M. ET on May 4, 2026, referencing notice number JH021120261035. The primary contracting officer is Steven Yang, and the contracting office is located at 4800 Mark Center Drive, Suite 09F09, Alexandria, Virginia 22350. The NAICS classification for this procurement is 519210 (Libraries and Archives) with a small business size standard of $21 million.
