About this opportunity

The United States Air Force Special Operations Program is procuring 35 Electromechanical Linear Actuators (NSN: 1680-00-412-4397, P/N: 65A124) for the TH-1H helicopter through a combined synopsis/solicitation under FAR subpart 12.6. The Air Force Sustainment Center is conducting this acquisition as a sole source procurement from Globe Motors, Inc., which is the Original Equipment Manufacturer that owns all necessary proprietary manufacturing data. This commercial item procurement will utilize Simplified Acquisition Procedures under FAR part 13 due to the estimated value falling below the designated threshold, resulting in a Firm-Fixed Price contract. Quotes must be submitted by September 3, 2025, at 12:00 p.m. EDT via email to the designated contracting officers, and must include company cage code, DUNS number, taxpayer ID, and descriptive literature confirming the model number. The anticipated contract award date is October 1, 2025.

This acquisition is not designated as a small business set-aside, and Globe Motors, Inc. has been identified as the sole source contractor due to their ownership of proprietary manufacturing data and status as the OEM. The contract will be structured as a one-time buy with a period of performance from October 1, 2025, through September 30, 2026. Delivery terms specify Free on Board Origin with inspection and acceptance at Robins Air Force Base, Georgia, though quotes should reflect pricing for F.O.B. destination delivery. The procurement involves strict packaging requirements compliant with MIL-STD-2073-1 and MIL-STD-129, including specific wood packaging material restrictions requiring heat treatment certification. Place of performance is listed as Dayton, Ohio, while the delivery destination is Warner Robins Air Force Base in Georgia, with funding to be provided through a purchase order at the time of award.
