Update #1 ·
The US Department of Justice, Justice Management Division, Finance Staff, intends to award on a single source basis Third Party Payment Services with the Bank of New York Mellon Treasury Services (Mellon Bank) for the period October 1, 2019 through September 30, 2020, the listing of services is attached. The following FAR clause(s) are hereby incorporated by reference as part of this requirement: 52.213-4 Terms and Conditions-Simplified Acquisitions (Other Than Commercial Items), and 52.232-18 Availability of Funds. All referenced FAR clauses may found at https://www.acquisition.gov/browsefar. In accordance with FAR 13.106(b), Mellon Bank possesses the Department of Justice's third party draft stock for these types of payments. It has been determined that based on the number of checks processed which diminishes as companies convert to payment via EFT, the costs for implementing these services with another bank to include the cost of changing the DOJ accounting system would be time consuming and costly for all parties. This synopsis is not a request for quotation. No solicitation or RFQ will be forthcoming. Interested parties may identify their interest and submit capability information in response to this notice by 12:00 p.m. ET, August 12, 2019 via email to michele.b.spencer@usdoj.gov. A determination by the Government not to compete this proposed contract is solely at the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement.
