About this opportunity

The Army Contracting Command-Aberdeen Proving Ground (ACC-APG) Belvoir Division, operating on behalf of the US Army Product Manager Ground Sensors, is conducting market research to identify qualified sources for manufacturing and delivering Third Generation Forward Looking Infrared (3GEN FLIR) B-Kits, which are infrared detection systems designed to identify threats across Mid-Wave and Long-Wave infrared bands for integration into the Thermal Receiver Unit and subsequent vehicle platform integration. Respondents must demonstrate capability either as a qualified Manufacturer with a fully qualified B-Kit and TRU design or as a Solution Provider with detailed plans and verifiable evidence of acquisition and delivery capability from a qualified manufacturer. The primary evaluation focus centers on innovative acquisition strategies that significantly reduce total lifecycle costs while addressing the challenges of high unit costs from small annual procurements and long-term component obsolescence risks, with particular interest in non-traditional models including third-party financing, vendor-managed inventory, and large-scale bulk purchasing arrangements. Responses must include comprehensive white papers not exceeding 20 pages and Rough Order of Magnitude pricing for annual purchase quantities of 25, 50, 100, and 200+ units with clearly stated assumptions and any separate Non-Recurring Engineering costs. The response deadline is April 24, 2026, at 3:00 PM EST, with submissions directed to Contract Specialist Taylor Venanzi and Contracting Officer Alexis Williams at their respective Army email addresses.

This pre-solicitation notice includes no set-aside designations, and no incumbent contractors or current contract values are identified in the market research documentation. The solicitation number is W909MY-23-R-0004, and the opportunity is classified under NAICS code 334511 (Search, Detection, Navigation, Guidance, Aeronautical, and Nautical System and Instrument Manufacturing) and PSC code 5855 (Night Vision Equipment, Emitted and Reflected Radiation). Small business respondents must address prime contracting capability under limitations on subcontracting and demonstrate sustainability in case of payment delays beyond 90 days. Foreign participation is excluded, and respondents must possess or be able to obtain a SECRET clearance, with access to required technical documentation restricted to DoD and U.S. DoD contractors through the Corporate Management System Online portal. The place of performance is listed as PM Ground Sensors at Fort Belvoir, Virginia, with this market research intended to inform follow-on acquisition strategies for both Low-Rate Initial Production and Full Rate Production quantities.

Notice text

The Army Contracting Command-Aberdeen Proving Ground (ACC-APG) Belvoir Division is conducting market research on behalf of the US Army Product Manager Ground Sensors, in accordance with Federal Acquisition Regulation (FAR) Part 10.

The purpose of this market research has two objectives:

  1. To identify potential sources that have the skills, experience, knowledge, and capabilities required to manufacture and deliver Third Generation Forward Looking Infrared (3GEN FLIR) B-Kits.
  1. To identify and assess innovative acquisition strategies and business models that can significantly reduce the Government's total lifecycle cost for the B-Kit. The Government is specifically interested in solutions that address the challenges of high unit costs associated with small annual procurements and the long-term risks of component obsolescence. This includes, but is not limited to, solutions involving third-party financing, vendor-managed inventory, and large-scale bulk purchasing arrangements.

This RFI is intended to gather information that will inform a follow-on acquisition strategy for both Low-Rate Initial Production (LRIP) and Full Rate Production (FRP) quantities.
