About this opportunity

The Food and Drug Administration's Office of Acquisition and Grant Services is conducting market research to identify qualified vendors for ThinkTrends software implementation and support services across FDA operations. This Sources Sought Notice seeks information on vendor capabilities to support advanced data management, emerging technology integration, intelligent question-answering systems, and comprehensive AI-driven solutions that will enhance operational efficiency and regulatory processes. Key requirements include expertise in data migration and integration, robotic process automation (RPA), AI-based optical character recognition with greater than 90% accuracy, blockchain technology, generative AI, natural language processing, and large language models for document management. The notice indicates that responses will be evaluated to determine vendor availability and inform future acquisition strategy, which may include either sole-source justification or competitive procurement approaches. The Sources Sought Notice was posted on April 7, 2026, with a response deadline of April 17, 2026, providing a ten-day window for vendors to submit information demonstrating their qualifications and capabilities.

This is a pre-solicitation notice with no set-aside designation, meaning it is open to all qualified vendors. No incumbent contractor or potential awardee is identified in the notice, and no specific budget range or award value has been disclosed at this stage of market research. The notice does not specify quantities of goods, service delivery timelines, or contract duration, as this Sources Sought Notice is designed primarily to gather information about vendor availability rather than to solicit formal proposals. The initiative encompasses a broad scope of services including ThinkTrends license acquisition, agile project management, continuous staff training, and support for FDA system enhancements such as advanced OCR, FAERS signal detection, and intelligent document digitization. Vendors responding should be prepared to demonstrate experience with large-scale technology implementation, regulatory domain knowledge, and the ability to manage complex, multi-faceted integration projects within federal government environments.
