About this opportunity
NASA's National Aeronautics and Space Administration Shared Services Center announced a sole-source procurement for Thermospheric Observing System Simulation Experiments (OSSEs) supporting future NASA Heliophysics missions, with a capability statement deadline of October 16, 2026 at 3:00 p.m. Central Standard Time. NASA intends to award this contract to LEOCAST SPACE LLC as the sole provider under FAR 12.102(a); the notice invites competing organizations to submit written capability statements by the deadline to demonstrate whether the procurement should proceed on a competitive basis.
The effort spans August 1, 2026 through September 30, 2027 and will be performed at NASA Goddard Space Flight Center. The contractor will conduct targeted OSSEs using physics-based thermospheric models to evaluate how measurement capabilities of the GDC Trailblazer and DAPHNE missions contribute to thermospheric specification and prediction. Work will employ the Iterative Driver Estimation and Assimilation (IDEA) framework and either the Thermosphere-Ionosphere-Electrodynamics General Circulation Model (TIE-GCM) or the Whole Atmosphere Model-Ionosphere Plasmasphere Electrodynamics (WAM-IPE) model, testing multiple scenarios with synthetic observations across in situ composition, temperature, wind, remotely sensed DAPHNE observations, and GNSS-derived orbit-effective mass densities during representative geomagnetic storm periods.
Vendors must submit capability statements only (not quotes) in writing to Cody Guidry, Procurement Specialist II, at cody.d.guidry@nasa.gov, referencing the notice ID. Commercial items and services will be procured under FAR Part 12.
