About this opportunity

The Defense Health Agency intends to solicit a Thermobaric Advanced Blast Simulator (TABS) system for the United States Army Institute of Surgical Research with delivery required by September 2028; the agency has issued a Request for Information due June 5, 2026.

Place of performance is Bivouac Assembly Area at Joint Base San Antonio - Camp Bullis, Texas. The system must be delivered as a complete, turnkey solution within a 40-foot ISO shipping container with dual lockable egress points, environmental hardening for temperatures of -10°F to 130°F and 0–100% humidity, and an integrated HVAC system.

Technical requirements include the ability to generate tailorable thermobaric waveforms at mid-field test sections (35–55 PSI peak static overpressure) and far-field test sections (5–35 PSI), with scalable 3–10 millisecond positive phase durations. The system must accommodate at least two test sections for rodent-sized specimens (250–550 grams), include a computer-controlled data acquisition system with minimum 200 kHz sampling rate (optimal 800 kHz), three wall-mounted pressure transducers per test section, and ballistic-grade observation panels. Additional subsystems include a computer-controlled gaseous detonation driver with reactive metal particulate injection capability, purge and ventilation systems, and an automated post-blast air replenishment system. The vendor must provide electrical independence with a gas-powered generator and dual power source capability (120-VAC single-phase or self-contained generator).

The vendor must submit a complete Technical Data Package demonstrating design validation through computational modeling and empirical thermobaric blast data, conduct formal Acceptance Testing with a minimum of 56 blast tests demonstrating consistent waveform generation within 5% standard deviation, and provide on-site installation, training, and a minimum two-year warranty with unlimited technical support.

NAICS code 541715 applies. Capability Statements are limited to five typed pages and due electronically to Brandon Clingan (james.b.clingan.civ@health.mil) and Justin Pickett (justin.h.pickett.civ@health.mil) by 12:00 pm Eastern on June 5, 2026, subject line "HT9425-26-RFI-JBC03." The RFI is for planning purposes only with no obligation to award a contract.
