About this opportunity
The United States Marine Corps (USMC) is seeking software development and sustainment services for the Theater Battle Management Core Systems (TBMCS) 2.0, a critical joint-mandated air war planning tool for generating and managing Air Tasking Orders and Airspace Coordination Orders. The Request for Information (RFI) aims to conduct market research to formulate an acquisition strategy for software engineering services that will develop, analyze, integrate, deliver, support, and manage TBMCS software applications. Potential contractors must demonstrate expertise in software development, DevSecOps, and DoD acquisition pathways, with specific requirements including maintaining CMMI Level 3 and CMMC 1.0 Level 3 certifications. Vendors interested in responding must submit capability statements, up to three customer citations, estimated ramp-up time, available contract vehicles, and Rough Order of Magnitude pricing by March 17, 2025, at 5:00 PM ET. Responses are limited to 10 pages and must include facility clearance status, CAGE/DUNS numbers, business size, and data rights assertions.
The pre-solicitation notice indicates no specific set-aside for this contract opportunity, and the potential work involves both classified and unclassified development environments across multiple locations including contractor facilities, Camp Pendleton CA, Quantico VA, and Langley AFB VA. While specific award values are not disclosed, the contract requires a Secret Facility Clearance and involves comprehensive technical requirements such as providing quarterly software releases, maintaining laboratory environments, and offering Tier III help desk support 24/7/365. The contractor must develop containerized, hardware-agnostic software that supports government acquisition events including Government Decision Testing, Joint Interoperability Test, and Field User Evaluation. Optional tasks may include Emergency Fixes and External Integration Points support. Potential contractors should note that this RFI is for market research purposes, and no direct contract award will result from the information gathering process.
Notice text
The Theater Battle Management Core Systems (TBMCS) is the joint-mandated air war planning tool for generation, dissemination, and execution of Air Tasking Orders (ATO), and Airspace Coordination Orders (ACO). This RFI constitutes market research to help the Program Manager (PM) Marine Air Ground Task Force Command and Control (MAGTF C2) formulate an acquisition plan/strategy to obtain services for software development and sustainment services. The attached draft high-level Performance Work Statement (PWS) describes scope of work required to develop, analyze, integrate, deliver, support, and manage software applications for the Theater Battle Management Core Systems (TBMCS) software engineering effort. The TBMCS Capabilities Summary describes the operation and system requirements for TBMCS.
