About this opportunity

The USAID Human and Institutional Capacity Development Activity in Georgia seeks proposals to provide capacity development services to key strategic partner institutions involved in advancing justice sector reform. USAID aims to strengthen organizational integrity, effectiveness, and long-term viability through technical assistance, training, and advisory support services. Proposals are due May 15, 2020. Evaluation will consider technical approach, management/staffing, and past performance. The period of performance is five years from award date estimated for August 2020.

The contract is set aside for total small business and will be a cost-plus-fixed-fee contract. The place of performance is Tbilisi, Georgia. The activity budget is not to exceed $10 million over five years. Services include long-term, short-term, and last-mile capacity development through local subcontractors and employees, with some services potentially internationally subcontracted depending on required expertise. A Center of Excellence will also be established to facilitate knowledge sharing and ensure sustainability of impacts across development sectors.

The purpose of the activity is to achieve lasting results in the human and institutional capacity development of key strategic partner institutions in Georgia that play an important role in advancing the country’s J2SR.  These may include governmental, non-governmental, and private sector entities for all types of HICD services.  USAID technical assistance under the new mechanism will increase the organizational integrity, operational effectiveness, and long-term viability of these key partner organizations, which, in turn, anchor the country’s J2SR across all development sectors.
