Update #1 ·

The USMB produces yearly recordings for educational purposes and to enhance the public affairs and community relations of the United States Marine Corps. The recordings are distributed free of charge to educational institutions, public libraries, and radio stations. Because of the non-profit purpose of the recordings and because of our long-standing relationships with music publishers, the USMB is often able to procure these licenses at significantly reduced rates. In the past, some publishers have agreed to reduce the USMB's fee to 75% of the normal statutory rate for the mechanical licenses. USMB is currently in the process of obtaining these reduced rates.
A mechanical license is required from the copyright holder in order to record any musical work, per the copyright laws of the United States. The collection agent working on behalf of most of the copyright holders is The Harry Fox Agency, Inc. In some other cases, the respective publishers work as their own collection agent. Therefore, the USMB must obtain licenses from the collection agent in order for the work to be included on the USMB recording project. There must be one license per work/score to be used in the USMB recording project. There are seven licenses the USMB must procure for the 2018 recording project. Musical works are listed on the Statement of Work in the attached solicitation.
