About this opportunity
The National Institutes of Health intends to negotiate on a sole-source basis with the University of Illinois at Chicago for preclinical animal research services evaluating soluble adenylyl cyclase inhibition as a therapeutic intervention in pulmonary arterial hypertension, with capability statements due by September 21, 2026. The procurement is restricted to sole-source award under FAR 13.106-1(b)(1) because UIC maintains the required endothelial cell-specific Cav1 knockout murine model, which is not known to be maintained elsewhere; establishing this model at another institution would require more than one year of institutional approvals, colony establishment, breeding, expansion, genotyping, and experimental validation.
The research involves 144 animals across male and female EC-Cav1 KO and wild-type control groups, with six animals per treatment group. Required services include animal breeding and colony maintenance, genotyping, osmotic pump implantation, administration of KH7 and LRE1 inhibitors or vehicle control, hypoxia chamber maintenance, echocardiography, right-heart catheterization, euthanasia and necropsy, and tissue and sample preparation. The Government will provide 200 mg each of KH7 and LRE1. The anticipated award period is 12 months, with expected award on or before September 30, 2026.
Although the Government intends sole-source award, all responsible sources may submit capability statements and quotations for consideration. Responses must be submitted electronically to Donna Cornish (donna.cornish@nih.gov) and Jonathan Lear (john.lear@nih.gov) by 12:00 p.m. Eastern Time on September 21, 2026. The procurement is classified under NAICS 541715 and conducted under Simplified Acquisition Procedures.
Notice text
The National Institutes of Health (NIH) intends to negotiate on a sole-source basis with the University of Illinois at Chicago (UIC) for preclinical animal research services to evaluate the therapeutic effects of soluble adenylyl cyclase (sAC) inhibition on pulmonary arterial hypertension (PAH) using an established endothelial cell-specific Cav1 knockout (EC-Cav1 KO) murine model and corresponding wild-type controls.
The Government intends to solicit from a single source pursuant to FAR 13.106-1(b)(1). UIC currently maintains the established EC-Cav1 KO mouse colony required for this study, and the model is not known to be maintained by another laboratory.
This notice of intent is not a request for competitive quotations. However, all responsible sources that believe they can satisfy the Government's requirements may submit a capability statement and/or quotation for consideration by the Government.
Please see the attached Notice of Intent to Sole Source for the complete description of the requirement, basis for the intended sole-source acquisition, response instructions, and applicable response deadline.
