About this opportunity

The Department of the Army Materiel Command Mission and Installation Contracting Command Fort Drum is seeking engineering services for the design and modernization of facilities at the Radford Army Ammunition Plant (RFAAP). Specifically, the procurement involves preparing a 30% design for Nitro Cellulose (NC) Dehydration and Pre-Mix facilities that will support the production of Nitrate Esters, critical additives in double and triple-base propellant manufacturing. The contractor must incorporate modern, safe, environmentally friendly, and automated technologies to the maximum extent feasible while addressing single-point failure vulnerabilities in the current production infrastructure. Key objectives include designing facilities that can reliably support the facility's daily requirement of 15,000 pounds of Nitroglycerin and annual consumption of 3.5 million pounds. The pre-solicitation notice was posted on January 9, 2026, with a deadline for questions or comments on January 30, 2026, allowing interested parties to submit inquiries before the formal solicitation is released.

This procurement has not been designated as a set-aside contract for any specific business category. The project represents a multi-phased construction approach targeting four core processes in Nitrate Ester manufacturing, with this particular contract focusing on the Pre-Mix and NC Dehydration components. The current facilities requiring replacement are significantly outdated, with the existing nitration equipment exceeding 30 years in service and both the slurry/paste and pre-mix buildings approximately 50 years old, conditions that have historically resulted in production interruptions. While specific contract values and award amounts are not detailed in this pre-solicitation notice, the scope of modernizing critical ammunition production facilities suggests a substantial engineering design contract. Interested contractors should prepare to demonstrate expertise in ammunition facility design, propellant production processes, and the application of current technological solutions to defense industrial base infrastructure.

Notice text

The Radford Army Ammunition Plant (RFAAP) NG3 Facility Construction is a multi-phased construction approach geared at addressing the four (4) core processes in NG manufacturing (Nitration, Solventless Slurry/Paste, Multi-base Pre-mix, and NC Dehydration). This project will focus on the Pre-Mix and Nitro Cellulose (NC) Dehydration (Dehy) facilities of the design for the new NG-3 facility. Nitrate Esters (NE), such as Nitroglycerin (NG), are critical additives in the production of double and triple-base propellants. RFAAP currently uses 15,000 lbs. of NG daily (3.5M lbs. annually) to support propellant production, which includes both solventless and solvent propellants. Currently, NG is produced on-site in the NG-2 Area by a single nitrator that is over 30 years old. The facility also has a single Slurry/Paste building and a single Pre-Mix building, both of which are 50 years old. Each of these present a single point failure to production and often cause production interruptions. The objective of this project is to prepare a 30% design for Nitro Cellulose (NC) Dehydration (including NC Shredding), hereinafter referred as NC Dehy, and Pre-Mix facilities at Radford Army Ammunition Plant (RFAAP) using the most modern, safe, environmentally friendly, and automated technologies to the maximum extent feasible.
