Update #6 ·

Question 27:

If a team of partners is formed to respond to this solicitation, can all of the past performance questionnaires be sent all at once with a cover letter?

Response: If some form of teaming/partnering arrangement is being proposed, past performance questionnaires should be sent in as they become available using proper cover/reference (i.e. submitting on behalf of firm XYZ), versus all being submitted at once.

Question 28: Does the contractor or the government pay for contractor personnel travel, lodging and per diem? For example for line item 0002, 0003 etc. should I include travel expenses for my personnel or will they eventually be reimbursed by at the government rate indicated by line item 0012?

Response: All reasonable, allowable, and allocable travel expenses incurred under the awarded contract will be reimbursed in accordance with FAR 31.205-46. Which in turn means the contractor pays first and the Government will reimburse the contractor

***Other clarifications***

The firm fixed price quoted for any noted CLINS reserved for instruction of sessions, should not include travel expenses as part of the quoted firm fixed price.

CLINS 0012 and 1009 (travel for FY09 and FY10 sessions of instruction) should not be priced as part of the contractors submitted quote. Estimated funds for these CLINS will be funded by the Government at contract award. The awarded contractor will then be reimbursed as stated in the response for question 28.

Travel costs for CLIN 0001(Huntsville, AL instructor meeting) shall be priced as part of the contractors submitted quote. Travel expenses for this item will be firm fixed price and not cost reimbursable like travel CLINS 0012 and 1009.

Update #4 ·

Question 9: What is meant by the phrase FY2009 PROSPECT course and the Purple Book?

Response: FY2009 notates fiscal year 2009, which is the period from 01 October 2008 to 30 September 2009. PROSPECT (Proponent Sponsored Engineer Corps Training) refers to any course, seminar, or workshop offered by the ULC (United States Army Corps of Engineers Learning Center). The Purple Book is a compilation book(now mostly available in electronic format) that is a schedule of ULC's class sessions/offerings.

Question 10: With regard to PAST PERFORMANCE RISK ASSESSMENT QUESTIONNAIRE, is the first section (Part 1) supposed to refer to the work done for the client whom the questionnaire will be distributed to, or is it to identify this bid info?

Response: Part 1 refers to work done for the client whom the questionnaire is being distributed to and not information pertaining to this specific solicitation.

Question 11: Do the CLIN responses (pp. 28-36 of the RFQ) count against the overall page limit (30 pages) for the proposal?

Response: CLIN responses do not count again the overall page limitation.

Question 12: Can resumes be in standard format without double-spacing?

Response: Resumes can be in standard format but should adhere to the space and font guidelines in the addendum to FAR 52.212-1.

Question 13: Having final drafts of the visual aids and student workbooks/manuals seems slightly premature; can outlines of the visual aids and student workbooks be submitted at the post award meeting versus the final drafts?

Response: The schedule of instruction, instructor lesson plan, and student manual/workbook are interrelated documents. It was requested that the final drafts of each document be delivered at the post award meeting because during the post award meeting, the awardee and the government will discuss the submitted items and any needed changes. It is important that the submitted documents be as close as possible to the intended final version (versus merely an outline) because schedules may not permit numerous exchanges between the awardee and the government to finalize the submitted documents before the start of the first session.

Question 14: Can you explain what/who Gallup is and how it relates to the project?

Response: The Gallup Organization (most well known for the Gallup Poll) in this context uses an inventory called StrengthsFinder to assess traits of individuals. Students in this course complete that inventory in advance of the session they will attend. A consultant from Gallup conducts the second day of each session and, among other things, discusses how each students traits (often called strengths) might be used if forming a leadership style.

Question 15: In box 17a. of form 1449, what does the ODE portion of the box refer to? Where would I find the applicable code to enter into that box? Also, I am assuming that form 1449 should be printed, filled in and scanned back into the electronic bid. Is that how you would like bidders to handle this form?

Response: In accordance with addendum FAR 52.212-1 of the issued solicitation, quoters should complete blocks 12, 17a, and 30a, b, and c of the SF 1449 and submit all applicable pages using one of the authorized methods of submission listed: standard mail, email, or hand delivery. The code portion is not applicable at this point in time.

Question 16: In the pricing section, items 0001, 0012 and 1009 ask for travel cost estimates. On page 26, paragraph e it states NO PRICES HAVE TO BE QUOTED FOR THE ESTIMATED TRAVEL CLINS 0012 and 1009; Does this mean that we would only give a travel cost estimate for item 0001, the post award meeting?

Response: The only travel component that requires pricing by vendors is that associated with attending the post award meeting.

Other clarifications:

**Final drafts of the SOI, ILPs, handouts, visual aids, and student workbooks/manuals to be used in conjunction with each session shall be included in the quoted price and delivered at the post award meeting. If any changes are needed to the submitted items, (the completion date for) these changes will be conveyed at the post award meeting. Doing so allows ULC ample time to copy/print all materials and ship them directly to the site of instruction.

**If the proposed instructors have performed under separate contracts for the respective firm, past performance questionnaire should be submitted for at least one contract that each of proposed instructors has performed under.

**The content of each paragraph should be double spaced while each individual paragraph can be separated using single spacing**

Update #3 ·

Question 1. Will the materials developed under this contract become the property of the Government?

Answer: All developed materials will become the property of the Government. Use of the developed items for other entities or private sectors concerns will be prohibited. Use of these items for governmental entities will be evaluated on a case by case basis by the Contracting Officer, the course manager, and the program manager.

Question 2. Please describe the desired treatment of the copyrighted Good to Great material and its leadership principles in the course

Answer: The Government has already purchased the rights to use this copyrighted material. The treatment of the Good to Great materials will be determined at the two-day post-award meeting. Suggestions and other input from the selected contractor will be welcomed at that time. Unless changed to a telephonic session, this meeting will be held at the Governments facility in Huntsville, AL, however the dates of the meeting are not yet defined. In accordance with the paragraph 3.6 of the Performance Work Statement, the selected contractor will have 5 business days to arrange the post-award meeting.

Question 3. To what degree does the Government expect the materials and content from the Gallup Day to be integrated into the other two and a half days of the course?

Answer: The Governments intent is that the content from the Gallup Development Day be integrated with the rest of the seminar to a significant degree. The selected contractor will be involved to the extent of ensuring that their materials will not be in conflict with the Gallup presentation. This topic will also be addressed at the post-award meeting referenced in item 2.

Question 4. To what degree will the selected contractor be able to assign pre-work and post-work to support achieving the learning objectives of the course?

Answer: The selected contractor will not be able to assign pre-work or post-work to attendees.

Question 5. Is the intent is for one or more Corps of Engineers employees to serve as prospective instructors and observe the delivery of the course, at some point will those individuals either co-facilitate this course with a contractor personnel or deliver the course alone without support of contractor personnel? If yes, please describe the Governments plan for training these prospective employees to guarantee ability to deliver the course successfully to meet the quality expectations of the Government.

Answer: The Government does not intend to have Corps of Engineers employees to co-facilitate the seminar or to deliver the course without the support of contractor personnel, during first year of this contract. Should the option year be exercised, the possibility of co-facilitation is held open.

Question 6. It appears that this course is currently being offered. Does that mean that it is already developed and the ULC is completely overhauling it or is just looking for some tweaking?

Answer: This course is currently not being offered. The Governments intent is to receive a revised course based on the course objectives and Government furnished materials.

Question 7 . Travel and expenses how these will be handled for the contractor?

Answer: The Government does not anticipate any other expenses besides course development, course instruction, travel and per diem. All allowable, reasonable, and substantiated travel expenses will be reimbursed at actual cost in accordance with FAR 31.205-46.

Question 8. What if any expectations for follow up/refresher modules are there?

Answer: The Government does not anticipate any electronic follow-up/refresher modules thus these items are not required to be developed as part of the initial course. In the distant future, if it is determined by the Government that such items are needed, the Government may consider modifying the awarded contract to include development of such items.

*Other clarifications*

" The first hour of the first day is devoted to getting the students registered in good order. The 28 hours for this course is composed of the following: Nineteen hours of instruction by contractor + 8 hours by Gallup + 1 for registration. Both instructors for a session shall be present during the full 28 hours of the seminar.

" Costs for developing and instructing this course will not be kept separate. A firm fixed price will be paid for course development, course instruction, and (if need be) revising the course based on the Governments needs. In addition, the extent of these revisions will likely be limited to no more than twice during the period of the contract

" The government will not require train-the-trainer services from the contractor.

" This seminar is scheduled for FY2009, but no sessions have been conducted before. The ULC has offered and conducted leadership seminars in the past, and this new one retains some similarities with those. Essentially this undertaking should be regarded as developing a new seminar or, at the least, 'completely overhauling' a previous one.

Update #2 ·
