About this opportunity

The Department of the Interior National Park Service is conducting a Source Sought Notice (SSN) to gather market research on contractor interest and qualifications for a federal construction project involving the historical restoration of hangars (GATE 308504, Solicitation Number 140P2026R0041). The National Park Service intends to conduct a competitive acquisition and is seeking information from interested contractors to develop its acquisition strategy and determine whether to implement a small business or socio-economic set-aside. Contractors must demonstrate prior experience as prime contractors on federal government construction contracts of similar scope and magnitude, bonding capacity for required Insurance and Performance and Payment Bonds, and experience with historical restoration projects. The government will analyze responses to determine the market capability and may award this contract as a small business set-aside, a socio-economic set-aside, or open competition based on the quality and quantity of responses received. Interested contractors must submit responses by March 11, 2026, at 1:00 p.m. ET to Contract Specialist Charles D. Thompson and Contracting Officer Linda Melnick, with no formal proposal package, specifications, or drawings currently available.

This is an unclassified, civilian construction opportunity with no current set-aside designation, though small business and socio-economic set-asides remain under consideration pending market research analysis. No current incumbent or contractor information is provided in the notice. The solicitation does not specify an award value or budget range at this stage, as the SSN is preliminary market research. Interested contractors should be prepared to provide documentation of Small Business Administration certifications if applicable, including EDWOSB, HUBZone, Indian economic enterprises, SDVOSB, VOSB, WOSB, and other Native American ownership designations, along with their estimated percentage of self-performed work. The project falls under NAICS Code 236220 (Commercial and Institutional Building Construction) and PSC Code Z1BZ (Maintenance of Other Airfield Structures), indicating the work will involve airfield hangar maintenance and restoration, likely at a National Park Service location.
