Notice text
This contract action is for the acquisition of supplies for which the Government intends to solicit and negotiate with only one source under the authority of Federal Acquisition Regulation (FAR) Subpart 13.106-1(b)(1). The National Institute of Environmental Health Science (NIEHS), Office of Acquisitions (OA) intends to award a single source purchase order to Icahn School of Medicine/Mount Sinai, One Gustave L Levy Place, New York, NY 10029-6504 for the acquisition of the Norwegian Mother and Child Cohort Study (MoBa).
The Norwegian Mother and Child Cohort Study (MoBa) study has a unique biobank of shed primary teeth from nearly 30,000 participants. As primary teeth begin to develop as early as the second trimester of pregnancy, they can be used to study the fetal exposome. Teeth from controls and subjects with diabetes, celiac disease, obesity, or cryptorchidism will be analyzed to identify exposures that occurred prenatally and that may have contributed to these medical problems.
The Icahn School of Medicine/Mount Sinai will measure metals, stress markers, nutrients, and organic chemicals in human primary teeth to investigate associations between in utero exposures and childhood medical outcomes. This is possible because teeth develop during the 2nd trimester of pregnancy and many chemicals become stored within the dental matrix. This type of analysis requires very sophisticated equipment (laser ablation-inductively coupled plasma mass spectrometry, known as LA-ICP-MS) to extract the metals, etc. from specific planes of the tooth (like rings on a tree trunk) that correspond to prenatal rather than postnatal periods.Expertise for both the technical and analytic components of this project are only available at Mt Sinai.
The applicable North American Industry Classification System (NAICS) Code for this acquisition is 611310 "Colleges, Universities, and Professional Schools" and a Size Standard of 27.50M.
The anticipated delivery time is September 18, 2017-September 17, 2018.
NIEHS will solicit and negotiate directly with Icahn School of Medicine/Mount Sinai, and no solicitation will be issued. This notice of intent is not a request for competitive proposals or quotations; however, all responsible sources may submit a bid, proposal, or quotation which shall be considered by the agency. Offerors must have an active registration in the System for Award Management (SAM) www.sam.gov.
A determination by the Government not to compete this proposed requirement based on responses to this notice is solely within the discretion of the Government. Interested parties must express their interest and must be submitted in writing via email to Valarie K. Sims at valare.sims@nih.gov and are due by 9:00 AM, September 11, 2017. No faxed documents will be accepted. If no responsive statements are received by the due date, an award will be made to Icahn School of Medicine, Mount Sinai.
