About this opportunity

The Army Contracting Command - Detroit Arsenal (ACC-DTA) is seeking contractor services for content research and writing for The Museum of the American Soldier, a 21,000 square-foot exhibit facility located at Fort Leonard Wood, Missouri. This Request for Information (RFI) is being issued by the Department of the Army to identify prospective sources capable of researching and writing content scripts, identifying appropriate artifacts and producing identification labels, and sourcing imagery with captions for the museum exhibit. The contractor must be capable of comprehensive historical research covering the Military Police, Corps of Engineers, and Chemical Corps, and will be required to travel to multiple research locations including Fort Leonard Wood, the National Museum of the United States Army, and the Army War College. This is an information-gathering exercise only, and no award will be issued directly from the RFI; however, responses will inform subsequent solicitation efforts. Critical dates include a question submission deadline of January 16, 2026 at 10:00 AM EST, with answers to be posted by January 26, 2026 at 4:30 PM EST, and the RFI closure date of January 28, 2026 at 10:00 AM EST. Interested offerors should direct inquiries to Contract Specialist Erik Foate at erik.v.foate.civ@army.mil and provide business information including business size, NAICS code, and PSC code.

This RFI is issued with no set-aside designation and no current contractor or incumbent is identified in the available materials. The anticipated contract will be structured as a twelve-month, firm fixed-price effort with multiple deliverables due at 30, 270, 300, 330, and 365 calendar days after contract award. Key deliverables include periodic research reports, draft scripts, final scripts, artifact identification documentation, and a physical storage hard drive containing all digital files and associated content. Contractors must satisfy stringent security requirements, including background checks, information assurance training, and compliance with controlled unclassified information protocols. While no specific budget range is disclosed in this pre-solicitation notice, the contract scope and twelve-month timeline suggest a substantial procurement effort within the museums and technical writing services category (NAICS 712110, PSC T013).
