About this opportunity
This solicitation notice is seeking proposals for the Missile Defense Agency's Modeling and Simulations Contract for Truth Modeling and Element Representations (MASC-T). The MASC-T contract will focus on developing non-proprietary software truth models and representations to interface with the Agency's modeling and simulation framework. The Agency intends to award an Indefinite-Delivery Indefinite-Quantity contract with both cost reimbursement and firm fixed price line items to a single offeror. Proposals are due by March 14, 2018 and the contract is expected to have a base period of five years with an optional six month extension. The Agency will evaluate proposals on a best value basis considering both price and non-price factors.
This is a total small business set-aside designated under NAICS 541715 and PSC D302. The incumbent MASC contract is held by a single prime contractor. The solicitation does not provide an estimated award value but the contract is expected to have a five year period of performance. All work will be performed at contractor and government facilities requiring secret level security clearances. Personnel will need secret clearances and some may require top secret clearances as well.

Update #1 ·
This is a pre-solicitation notice for the release of solicitation HQ0147-18-R-0022 for the Missile Defense Agency's (MDA) Modeling and Simulations Contract for Truth Modeling and Element Representations (MASC-T), a Small Business Set-Aside. MDA intends to issue the solicitation after November 15, 2017 for the development, deployment and sustainment of the Modeling and Simulation (M & S) Truth Models and Element Representations in support of and to interface with the evolving M & S Framework. The MASC-T will focus on developing Truth models that will consist of non-proprietary software applications developed in a modular and flexible manner to meet the constantly evolving MDA M & S Truth Model requirements and to support various Agency missions. Truth Model applications are integrated and tested with various System and Element models to support all Intended Uses. This acquisition also requires the sustainment of the legacy models; along with other requirements that will be further detailed within the Request for Proposal (RFP) package.
MDA anticipates the award of a single Indefinite-Delivery Indefinite-Quantity (IDIQ) contract with Cost-Plus-Award-Fee, Cost-Plus-Incentive-Fee, Cost and Firm-Fixed-Price Contract Line Item Numbers (CLINs) to occur by October 2018. The contract is expected to have a five (5) year period of performance with a six month option to extend in accordance with Federal Acquisition Regulation (FAR) 52.217-8. The solicitation will be awarded in accordance with FAR Part 15 and FAR Part 19 on a competitive basis. All responsible sources may submit a proposal, which shall be considered by the Agency. MDA intends to award to a single offeror on a "best value" basis to the Government, considering both price and non-price factors.
The Government does not intend to limit either the number or types of teaming arrangements entered into by potential offerors (i.e., any given contractor may propose as a prime contractor and/or participate as a subcontractor on one or more other proposing teams). However, responsibility lies with the prime contract Offerors to ensure that both it and its proposed subcontractors are not restricted from participating in this proposed acquisition due to an Organizational Conflict of Interest (OCI) clause in any Federal Government Contract, including, but not limited to, MDA contracts.
Note: In order to be considered for award, contractor personnel must be cleared for SECRET access (some personnel may require TOP SECRET) and contractor facilities must be cleared at the SECRET level.
A Bidder's Library has been established on the Federal Business Opportunities (FBO) Secure Site, which require export controlled and explicit access. Vendors can request explicit access, and be granted access to view controlled, unclassified documents with explicit access designation through the FBO website. Only authorized vendors may access export controlled documents in FBO.
The release of this synopsis and issuance of the RFP, when posted, is NOT a commitment by the Government to award a contract. The Government will NOT pay any costs incurred by a potential Offeror as a result of the posting of this synopsis or the release of the RFP, when posted.
Industry is reminded that interested Offerors may register at http://www.fedbizopps.gov to receive email notification when information, solicitation and any amendments or future documents regarding this acquisition are issued and available for downloading. MDA will not directly send Offerors the solicitation or any amendments. It is the interested Offeror's responsibility to periodically check this website for updates.
Request that all interested parties update the "Interested Vendors List" and provide the name, e-mail address and phone number of the point of contact or contacts within your organization. In addition; please provide an e-mail notification containing the same information to MASC-T@mda.mil.
Please forward any questions regarding this announcement to the Contracting Officer for this effort, Ms. Lisa M. Starbuck, 256-450-2197, or lisa.starbuck@mda.mil with a copy to MASC-T@mda.mil.
