About this opportunity
This Pre-Solicitation Notice is seeking to award a sole source contract to General Dynamics Mission Systems for the Maintenance and Security Alarm Monitor (MASAM) II. The Air Force Materiel Command Nuclear Weapons Center intends to procure MASAM II systems to monitor security alarms and environmental conditions at missile sites for Malmstrom AFB, Minot AFB and F.E. Warren AFB over a base year plus one option year. Interested parties must submit any questions by September 7, 2020.
No set-aside designation is being used. The incumbent, General Dynamics Mission Systems, is identified as the intended sole source participant given its ability to satisfy requirements. The MASAM II system set consists of two units (one transmit and one receive) along with associated cables and peripherals to monitor seven intrusion switches and four environmental conditions at each isolated Launch Facility.
Notice text
The intent is to award sole source contract with an approved justification for going to a sole source. IAW FAR 6.302-1, the Government intends to restrict participation to only one responsible source to satisfy the Government requirements. The intended participants are:
- General Dynamics Mission Systems (GDMS)
The Maintenance and Security Alarm Monitor (MASAM) II procurement effort will consist of a base year plus one additional option year. The contractor shall provide price and schedule for the four options listed in section 3.21. Hill Air Force Base (AFB), Utah will support MASAM deployment to the three following USAF Missile Wing locations: Malmstrom AFB, Montana; Minot AFB, North Dakota; and F.E. Warren AFB, Wyoming.
A MASAM II system set consists of two identical MASAM II units (one configured to transmit [TX], the other configured to receive [RX]), along with a variety of test cables, connections and peripherals to facilitate monitoring and situational awareness of an isolated Launch Facility (LF) Inner Zone (IZ). MASAM II monitors and reports the present conditions to the Flight Security Controller (FSC) for the following seven intrusion switches: launcher closure magnetic switch, A-circuit lock switch, B-circuit lock switch 1, B-circuit lock switch 2, A-circuit penetration detector, primary door magnetic switch and launcher closure launch switch. Additionally, MASAM II monitors and reports the status of four environmental conditions: present state of site commercial power, over temperature sensor, under temperature sensor and the launch tube flood sensor.
