About this opportunity
The Department of the Navy Naval Supply Systems Command seeks modernization of the Disorientation Research Device (DRD), known as "the Kraken," a bespoke motion platform for aerospace medical research, with proposals due June 15, 2026. This is a sole source procurement awarded to Environmental Tectonics Corporation, the system's original designer and builder, due to ETC's proprietary ownership of source code, design documentation, and technical specifications.
Place of performance is Wright-Patterson Air Force Base, Ohio (Naval Medical Research Unit Dayton). The work converts the legacy Interbus fieldbus architecture—now industry-obsolete and unsupported—to a deterministic EtherCAT-based solution while preserving existing system capabilities, safety functions, and performance characteristics. The DRD was originally developed under Contract N00189-09-C-Z025 (awarded January 2009, operational December 2016); core subsystems became obsolete due to the extended development lifecycle, necessitating modernization to ensure continued operational availability, safety, and maintainability.
The contract is firm fixed price, valued at one lot, with performance period June 29, 2026 through June 28, 2027. Deliverables include final testing documents, updated system specification documentation, program management with a designated Program Manager, quarterly Technical Interchange Meetings, Integrated Program Management Reports, and meeting minutes. Quality management must comply with ISO 9001:2008 and SAE AS9100C. Security requirements include implementation of DoD-mandated controls for controlled unclassified information per NISPOM and relevant DoD directives. All contractor personnel must comply with mandatory security training and facility access protocols. The NAICS code is 541512 (Computer Systems Design Services); the PSC code is J016 (Maintenance/Repair/Rebuild of Equipment—Aircraft Components and Accessories). The Contracting Officer is Esteffani Varela (215-697-9112); the Contracting Officer's Representative is Richard Folga.
Notice text
The U.S. Navy Medicine Disorientation Research Device (DRD) also known as The "Kraken, is a bespoke and complex motion platform designed to support advanced aerospace medical research objectives unique to the Department of War and other agency partners, built by Environmental Tectonics Corporation (ETC). Due to its unprecedented performance requirements and one-of-a-kind nature, the system underwent an extended design, development, integration, and validation period. DRD was developed under Contract N00189-09-C-Z025, with contract award in January 2009 and operational activation in December 2016. Due to the extended development lifecycle, core subsystems--specifically the distributed I/O architecture based on Interbus--are now obsolete and no longer supported by industry. Modernization is required to ensure continued operational availability, safety, and maintainability of this research asset. This is being procure on a sole source basis to ENVIRONMENTAL TECTONICS CORP due to propietary nature.
