Offerors must demonstrate financing capability and zoning compliance. Security requirements mandate comprehensive physical access control, 24/7 video surveillance, intrusion detection monitored by DHS Mega Center, duress alarms, formal key control, and cybersecurity protections per NIST Framework and DHS ICS-CERT guidance. A structured cabling system must meet BICSI standards with CAT6A plenum cable tested to Class IIIe specifications. A fully integrated security management system—Access Control System with HSPD-12/FIPS-201 compliant readers, Video Surveillance System with Milestone XProtect Corporate and 30-day minimum retention, and Intrusion Detection System with FPS Megacenter monitoring—is required, all UL rated and compliant with NDAA H.R. 5115 and Trade Agreements Act.
The lease term is 20 years with 15 years firm. The Government retains termination rights after the firm term with 90 days' notice. Pricing includes fully serviced gross rate per ABOA, shell rental, tenant improvement at $63.87 per ABOA SF, BSAC at $25.00 per ABOA SF, operating costs, and parking itemized separately.
