About this opportunity
The U.S. Army Corps of Engineers, Northwestern Division, Portland District seeks to procure the fabrication of nine main unit coolers and three station coolers for The Dalles Dam through a competitive, firm-fixed price contract. Responses to the sources sought notice are requested by November 13, 2019 to indicate capability to perform the reverse engineering and drawings production required. Evaluation will consider past experience fabricating heat exchangers and coolers, welding qualifications, testing capabilities, and drawing production experience. One existing cooler will be provided for reference, and the work includes shop testing of at least four cooler sets and delivery of coolers and spares.
The anticipated contract has no set-aside designation, a NAICS code of 332410 for power boiler and heat exchanger manufacturing, and an estimated value under $750,000. The sources sought questionnaire and responses will determine if a small business set-aside is appropriate. The PSC is 4420 for heat exchangers and steam condensers. Responses should include company information and answers to the sources sought questionnaire regarding qualifications and capabilities for fabricating the coolers through reverse engineering and producing the required drawings.
