About this opportunity
The 2nd Range Operations Squadron, Vandenberg Space Force Base, issued a sole-source procurement notice on May 7, 2026, for evaluation services on three failed PANDA Nanosextant BCU (Board Control Unit) computers, with proposals due by May 14, 2026, at 12 p.m. PST. The Government intends to award solely to Photo-Sonics Inc under FAR Part 6.103-1, but will consider competing proposals from firms demonstrating equivalent capability within 30 days of publication.
The technical justification rests on Photo-Sonics' exclusive possession of exact replacement components no longer manufactured elsewhere, proprietary non-standard software validation capability, and critical integration with PANDA system feedback loops that alternative vendors cannot reliably predict or test. In-house repair attempts proved unsuccessful. Interested parties must submit an interest letter demonstrating equivalent supply capability and explaining why they should be considered, referencing contract identifier F4D1R36076AW01 to Christopher Hummel (Contracting Officer) or Moses Fores (Contracting Specialist) at the 30th Contracting Squadron.
The requirement calls for comprehensive evaluation reports identifying failed components and software, with delivery of either repair cost estimates for repairable units or recommended replacement components and ROM for unrepairable units. NAICS 334511 applies with a 1,350-employee size standard. The Government will not reimburse capability information costs and reserves sole discretion to reject competing proposals and proceed with sole-source award.
