About this opportunity

The Department of the Navy Naval Air Warfare Center (NAWCAD) is seeking comprehensive engineering and logistics support for the TH-73A Thrasher System through a Basic Ordering Agreement (BOA). The procurement will cover an extensive range of services including field service representatives, engineering studies, avionics modifications, software design updates, airworthiness support, and integrated logistics support. Interested businesses must demonstrate possession or viable access to necessary technical data throughout the contract duration. The government intends to award this contract in Fiscal Year 2025, with interested companies encouraged to submit information demonstrating their technical capabilities and potential to meet future production requirements. The pre-solicitation notice is posted through January 10, 2025, with the primary objective of gathering market research and potential contractor information.

Leonardo Helicopters, as the original designer and manufacturer of the TH-73A aircraft, is the intended sole source recipient of this BOA contract. The contract is anticipated to have an ordering period of up to 10 years, covering various technical and logistical support activities for the Thrasher System. Services will include procurement of engineering change proposals, non-recurring engineering activities, aircraft and engine spares, repairs, functional check flights, and hardware support. The contract is categorized under NAICS code 541330 for Engineering Services and PSC code R425 for Professional Engineering/Technical Support. There are no specific set-aside designations for this procurement, and the government has not specified a precise award value, but the comprehensive scope suggests a significant potential contract value over its projected 10-year lifecycle.
