The solicitation seeks comprehensive coupon testing for qualification of the AMS 3970 composite material system under Naval Aviation relevant conditions, including conditioning, testing, analysis, and compilation of data into reports with statistical analysis and test plan/report development and approval. The Department of the Navy intends to award this contract on a sole source basis under 10 U.S.C. 2304(c)(1) and FAR 6.302-1, as the Government has determined that only one responsible source can fulfill the agency requirements without incurring substantial program delays and costs. The procurement is structured as a Cost Plus Fixed Fee (CPFF) C-Type Contract, with evaluation based on the contractor's unique technical qualifications, possession of necessary technical data and specifications, and ability to deliver comprehensive program support. The due date for submissions is January 7, 2026, with the notice having been posted on December 17, 2025.
This solicitation carries no set-aside designation and is intended for sole source award to the National Institute for Aviation Research (NIAR) located at Wichita State University, 1845 Fairmount St. #38, Wichita, Kansas 67260, which the Government has identified as uniquely qualified and the only known firm capable of providing the required services. While this is not a request for competitive proposals, the notice permits responsible interested parties to submit a statement of interest and capability within the specified timeframe. The contract will support NAVAIR composite repair qualification efforts, with the data and methods established through this testing serving as the basis for composite repair standards applicable across Naval Aviation. Performance will take place in Patuxent River, Maryland, with no specific contract value or timeline details disclosed in this solicitation notice. The work falls under NAICS 541380 (Testing Laboratories and Services) and PSC H216 (Equipment and Materials Testing—Aircraft Components and Accessories).
