About this opportunity

NAVSUP Weapon Systems Support Philadelphia intends to solicit on a sole-source basis for repair of seven fuel injector testers (NSN 7RH 4910 016677734 SX, P/N H9300T-53) from Howell Instruments INC, with proposals due by November 8, 2026. The Government does not own drawings or data rights necessary to source repairs from additional suppliers and has determined that only one responsible source can satisfy agency requirements under 10 U.S.C. 3204(a)(1) and FAR 6.302.

All responsible sources may submit capability statements, proposals, or quotations for agency consideration within the 45-day notice period. Any firm not already approved to manufacture this material must submit a Source Approval Request; however, the repair will not be delayed pending SAR approval. The Government anticipates receiving a single acceptable offer and is not using FAR Part 12 commercial-item procedures based on market research.

Work is classified under NAICS 334419 and FSC 4910. This is not a total small business set-aside. Electronic procedures will govern the solicitation, which will be posted to NECO; telephone requests will not be accepted. Delivery is FOB origin. The Government intends to use FAR Part 15 negotiation procedures.
