About this opportunity
NASA Johnson Space Center White Sands Test Facility (JSC WSTF) has published a Special Notice of Intent to Award Sole Source for an extension of the Test Evaluation and Support Team 3 (TEST3) contract. The National Aeronautics and Space Administration (NASA), a civilian federal agency, issued this notice on January 23, 2026, announcing its intent to extend services with Sierra Lobo, Inc. The proposed contract extension would span up to two years, consisting of a one-year base period with one one-year option. NASA intends to award this contract as a sole source procurement under the statutory authority provided by 10 U.S.C. 3204(a)(1), meaning the agency has determined that only one contractor can meet its requirements. The procurement falls under the Research and Development in the Physical, Engineering, and Life Sciences category (NAICS 541715) and the Support—Professional: Engineering/Technical services category (PSC R425).
The extension is necessary to support the completion of two large-scale construction projects at WSTF that are funded through the One Big Beautiful Bill Act (OBBBA), with Sierra Lobo, Inc. identified as the only contractor possessing the immediate expertise and capability to meet these requirements within the necessary timeframe. The TEST3 contract provides fully integrated support for hazardous testing activities and infrastructure maintenance and construction at the facility. Interested organizations have until February 7, 2026, at 4 p.m. Mountain Standard Time to submit their capabilities and qualifications via email to Cynthia Uribe at cynthia.uribe@nasa.gov. These submissions will be evaluated solely to determine whether the acquisition should proceed on a competitive basis rather than as a sole source award. There are no set-aside requirements associated with this procurement, and the government does not intend to acquire commercial products or services under FAR Part 12.
Notice text
NASA Johnson Space Center White Sands Test Facility (JSC WSTF) has a requirement to extend the Test Evaluation and Support Team 3 (TEST3) contract.
NASA JSC WSTF intends to acquire services from Sierra Lobo, Inc. This extension will allow the current contract to be extended up to two years (1-year base with 1-year option) to allow sufficient time for successful completion of two large-scale construction projects at WSTF funded by One Big Beautiful Bill Act (OBBBA).
Sierra Lobo, Inc. is the only Contractor that has the immediate expertise and capability to support these construction projects in the required timeframe. This extension supports the effective utilization of the OBBBA funds by ensuring that the projects are conducted timely and are overseen and implemented by the experienced TEST3 contractor workforce who are already familiar with the site’s operational needs and project plans. The TEST3 Contract provides fully integrated support to WSTF for all the hazardous testing activities and all the support/enabling capabilities to include infrastructure maintenance and construction. This integrated approach is critical to meet the operational requirements of WSTF in an effective and efficient manner.
The statutory authority permitting other than full and open competition is 10 U.S.C. 3204(a)(1), as implemented by FAR 6.103-1, Only one responsible source and no other supplies or services will satisfy agency requirements.
The Government does not intend to acquire a commercial product or commercial service using FAR Part 12.
Interested organizations may submit their capabilities and qualifications to perform the effort electronically via email to Cynthia Uribe at cynthia.uribe@nasa.gov not later than 4 pm Mountain Standard Time on February 7, 2026. Such capabilities/qualifications will be evaluated solely for the purpose of determining whether to conduct this acquisition on a competitive basis. A determination by the Government not to compete this acquisition on a full and open competition basis, based upon responses to this notice, is solely within the discretion of the Government.
NASA Clause 1852.215-84, Ombudsman, is applicable. The Center Ombudsman for this acquisition can be found at : https://www.hq.nasa.gov/office/procurement/regs/Procurement-Ombuds-Comp-Advocate-Listing.pdf
