About this opportunity
The United States Air Force Materiel Command Test Center is conducting market research to identify potential sources for Test Support Equipment Control and Monitoring Systems (TSECMS) maintenance and technical support, with responses due by July 8, 2026; this is a sources-sought notice for information only and will not result in an award.
The Air Force intends to procure a 5-year nonpersonal services agreement (one basic year plus four option years) for maintenance and technical support of Siemens hardware and software control systems at Edwards Air Force Base, California, specifically at the Avionics Test and Integration Complex in buildings 1020, 1030, and 1040. The equipment population comprises 238 units, including Siemens PXC Modular Building Controller panels, digital/analog input-output modules, Apogee Client and Advanced software systems, System 600 variants, sensor equipment (105 temperature, 16 humidity, and 11 pressure sensors), and Insight Workstation Components.
Scope encompasses hardware maintenance, software support including PPCL code modification, system integration services such as Modbus protocol installation, and annual preventive maintenance inspections. The contractor must provide 24/7 emergency technical phone support with a 2-hour response time and six days of onsite emergency response with 6-hour arrival time for mission-critical issues. Operations occur primarily Monday through Friday, 7:00 AM–3:30 PM, excluding federal holidays, with weekend and holiday work coordinated in advance.
Security requirements include background checks, DBIDS base access cards, Antiterrorism Awareness Level I training, OPSEC training, and contractor identification badges. The anticipated NAICS code is 336413 (Other Aircraft Part and Auxiliary Equipment Manufacturing), though 541519 (Other Computer Related Services) is also listed. No set-aside is used. The Air Force requests company information, experience descriptions, SAM UEI and Cage Code, and business size classification in responses to the sources-sought notice.
