About this opportunity

The United States Test Pilot School at the Air Force Materiel Command Test Center is procuring a comprehensive FESTO LV-Series 8097 Radar Lab System designed to provide advanced radar training capabilities. The system encompasses multiple sophisticated components including basic radar learning equipment, radar tracking systems, active target systems, RCS and ISAR measurement capabilities, and phased array antenna technology, along with associated antennas, transmitters, receivers, controllers, and training materials. This full and open competition solicitation under FAR 6.102(b) requires vendors to provide the complete system specification as detailed in the extensive parts list, with the procurement being evaluated using the Lowest Price Technically Acceptable (LPTA) method focusing on price and technical acceptability. Quotes must be submitted via email by September 26, 2025, at 4:30 PM PDT, with an anticipated award date of September 30, 2025. The procurement falls under NAICS code 423690 for electronic parts and equipment wholesalers with a size standard of 250 employees.

This solicitation does not utilize any set-aside designations and is open to all qualified vendors meeting the technical specifications. While no current contractors or incumbents are specifically mentioned, the detailed requirements suggest this is likely a new or replacement system acquisition. The solicitation includes an extensive list of components across five major system categories, with delivery required no later than December 31, 2025, according to the initial posting, though the Statement of Objectives indicates a delivery deadline of August 31, 2026. Performance will occur at Edwards Air Force Base, California, where the Test Pilot School operates. The system will include comprehensive training materials, multiple radar components, measurement equipment, and scale aircraft models to support the school's mission of training test pilots in advanced radar operations and electronic warfare techniques.
