Update #2 · Latest ·
This contract action was not awarded as a fixed price type because uncertainties involved in contract performance did not permit costs to be estimated with sufficient accuracy to use any type of fixed price contract. As such, a cost-reimbursement type action was awarded (FAR 16.301-2).
TIEDS is a performance-based Indefinite Delivery/Indefinite Quantity (IDIQ) contract for non-personal support services. Period of performance is five years (one base year, four one-year option periods). Contract Line Item Types include Cost Plus Fixed Fee (CPFFF), Firm Fixed Price (FFP), and Time and Materials (T&M).
Update #1 ·
Synopsis:
The U.S. Army Program Executive Office for Simulation, Training and Instrumentation (PEO STRI), Project Manager for Instrumentation, Targets, and Threat Simulators (PM ITTS) Instrumentation Management Office (IMO) requires a contract to address the acquisition life cycle of instrumentation related capabilities. Test Instrumentation, Enterprise, Development and Support (TIEDS) is geared towards the full spectrum of the instrumentation requirement, research, development, production, integration, and sustainment processes. The purpose of the TIEDS effort is to provide IMO the ability to rapidly support its customers with an integrated and cost effective portfolio of systems supported by consistent and effective systems engineering, development, and sustainment capabilities. TIEDS is expected to allow PM ITTS IMO to respond to evolving technology and military demands. The spectrum of services required range from requirements analysis and concept exploration to rapid prototyping, system development, system sustainment and other related tasks.
A full and open competitive source selection under Federal Acquisition Regulation (FAR) as a best value utilizing the trade-off process (FAR 15.101) will be used to determine the best value to the Government. The procurement awards one Indefinite-Delivery, Indefinite-Quantity (IDIQ) (in accordance with FAR 16.5) contract to a single awardee with a period of performance of one base year and four one-year option years. The Contract Line Item Number (CLIN) structure for the task orders will be structured appropriately to the level of effort to be performed. CLINs may be Firm Fixed Price, Time and Materials, or Cost Plus Fixed Fee.
A draft solicitation was posted on 30 October 2013 and an amendment to the draft on 18 December 2013 with final questions due on 30 December 2013.
