About this opportunity
The Department of the Army Materiel Command Mission and Installation Contracting Command Fort Hood has issued a Special Notice regarding the Test and Evaluation Technical Support Services (TETSS) Contract. The notice indicates the U.S. Government's intent to extend the current TETSS Contract W9115116D0007 on a sole source basis to SAWTST, LLC. The procurement will be conducted under the statutory authority of 10 U.S.C 3204(a)(1) as implemented in Federal Acquisition Regulation (FAR) 6.302-1, which allows for procurement from only one responsible source. The contract falls under NAICS code 541330 for Engineering Services, with a size standard of $25.5M. The notice emphasizes that this is not a competitive Request for Quote and does not guarantee future contract opportunities.
The primary objective of this Special Notice is to inform potential contractors about the government's intention to sole source the TETSS contract for a three-month base period with three additional one-month option periods. Interested sources are requested to provide contract numbers, dollar values, and descriptions of previous work demonstrating their capability to meet technical service requirements. Contractors must submit their responses via email to Dr. Traci Leonard and Lucy Bonner by 12:00 pm Central Time on April 7, 2025. The notice encourages potential offerors to identify any conditions that might unnecessarily restrict competition and provides contact information for the MICC Advocate for Competition, Scott Kukes. While this notice does not constitute a formal solicitation, it advises potential contractors to monitor sam.gov for future opportunities. Importantly, not responding to this notice will not preclude participation in future Request for Quote (RFQ), Invitation for Bid (IFB), or Request for Proposal (RFP) processes.

The U.S. Government intends to extend the current Test and Evaluation Technical Support Services (TETSS) Contract, W9115116D0007, on a SOLE SOURCE basis to SAWTST, LLC.
