About this opportunity
The Department of the Interior's Bureau of Safety and Environmental Enforcement (BSEE) is seeking a contractor to conduct comprehensive testing and evaluation of the BSEE Burner, a low-emission crude oil disposal system originally designed by BSEE and the Naval Research Laboratory. The primary objectives include evaluating the current prototype's operation, conducting life cycle testing, modifying prototypes, performing field testing in simulated spill scenarios, developing commercial air transport packaging, and preparing user manuals. Potential offerors must be registered in the System for Award Management (SAM) database and have relevant experience with oil spill technologies. Questions and comments regarding the draft Request for Proposal (RFP) are due by March 3, 2025 at 10:00 AM EST, with the full solicitation (No. 140E0125R0003) anticipated to be released in mid to late March 2025. Submissions will require separate technical and business/cost volumes, with technical proposals limited to 20 pages and demonstrating relevant industry certifications.
This is a small business set-aside procurement under NAICS code 333132 (Oil and Gas Field Machinery and Equipment Manufacturing) with a size standard of 1,250 employees. The contract is expected to be a firm-fixed-price type with an anticipated award date around June 1, 2025, and will have a base period of 24 months with two potential 12-month option periods. The project will involve testing the BSEE Burner in various environments including marsh, arctic, and marine conditions, with a primary focus on field testing in the Gulf Region. The system is capable of burning up to 640 barrels per day of crude oil, including emulsified oil with up to 40% water content. Key personnel requirements include a Project Manager/Engineer, Metal Fabricator, and Test Engineer, with the ultimate goal of preparing the burner system for transfer to end users with comprehensive documentation and testing results.

This is a new requirement.
BACKGROUND
The Low-Emission Crude Oil Burner, nicknamed BSEE Burner, was designed by BSEE and the Naval Research Laboratory (NRL) for the disposal of crude oil. The system can burn up to 640 bbl/day of crude oil and is capable of processing emulsified crude oil containing up to 40% water. The BSEE Burner was envisioned as an easily deployable system for disposing of oil in remote or environmental sensitive locations, or in areas with limited oil spill cleanup equipment available. Having been tested at the Naval Research Laboratory Chesapeake Bay Detachment (CBD) and Ohmsett, the system is now ready to be advanced to field testing in relevant environments. This project will oversee the testing, modification, and advancement of the BSEE Burner system with the aim to transfer the system to end users.
PURPOSE
The overall objective of this project is to test and evaluate the BSEE Burner system in simulated spill scenarios to include:
1. Evaluation of current prototype operation.
2. Conduct life cycle testing of system.
3. Modify existing BSEE Burner prototype in preparation for field testing.
4. Construction of additional testing prototypes as needed.
5. Field testing of BSEE Burner in simulated spills or spills of opportunity.
6. Modification of BSEE Burner prototypes based on field testing results.
7. Development of commercial air transport compatible packaging for BSEE Burner and all required equipment.
8. Preparation of BSEE Burner user manuals.
