This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in FAR Subpart 12.6, as supplemented with additional information included in this notice. The solicitation number is W912PB18Q3155-0004 and is issued as an invitation for bids (IFB), unless otherwise indicated herein. The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2005-100. The associated North American Industrial Classification System (NAICS) code for this procurement is 314910 with a small business size standard of 500.00 employees. This requirement is unrestricted and only qualified offerors may submit bids. The solicitation pricing on www.FedBid.com will start on the date this solicitation is posted and will end on 2018-09-27 16:30:00.0 Eastern Time or as otherwise displayed at www.FedBid.com. The 409th CSB Europe RCO Bavaria requires the following items, Purchase Description Determined by Line Item, to the following:
LI 001: Custom Tent similar to military style General Purpose Medium Tent or GP Medium Tent with poles and liner (must be brand new).
Custom tent must be made to the following specifications:
Ridge Height / Center Poles: 10 feet 3 inches
Wall Height / Side Poles: 5 feet 8inches
Pole material: Metal (preferred) or Wood (no fiberglass)
Floor space: 512 square feet
12 Person living area or 21 person sleep area
2 Doors, 2 Windows w/screens (one in each side)
Load bearing: 10 pounds per square foot
Wind Res. 55 mph & 65 mph gusts
Vinyl Cloth 12 to 14 oz. 100% US Military polyester duck
Canvas cloth 10 oz. 100% US Military cotton duck
Setup: 30 to 45 Min with 2-4 persons

The Government prefers newly made custom tents over original GP tents, because the GP tents have been out of production for many years. Any existing GP tents have likely been sitting for years and may not have much shelf life left. If GP tents are offered they must be brand new with liner and poles.
Tents are normally used here in our environment with fixed metal frames (see uploaded picture) so any tent must be able to be used with this metal frame - the tent must fit the frame., 300, EA;

For this solicitation, 409th CSB Europe RCO Bavaria intends to conduct an online competitive reverse auction to be facilitated by the third-party reverse auction provider, FedBid, Inc. FedBid has developed an online, anonymous, browser based application to conduct the reverse auction. An Offeror may submit a series of pricing bids, which descend in price during the specified period of time for the aforementioned reverse auction. 409th CSB Europe RCO Bavaria is taking this action in an effort to improve both vendor access and awareness of requests and the agency's ability to gather multiple, competed, real-time bids. All responsible Offerors that respond to this solicitation MUST submit the pricing portion of their bid using the online exchange located at www.FedBid.com. There is no cost to register, review procurement data or make a bid on www.FedBid.com. Offerors that are not currently registered to use www.FedBid.com should proceed to www.FedBid.com to complete their free registration.
