This procurement will be issued in accordance with FAR 4.403 and DFARS PGI 204.403. Offerors must have a valid U.S. Facility Clearance Level (FCL) at the SECRET level or higher in order to respond to the RFP, because the RFP includes contract plans, specifications and drawings that are classified at a level which will be released only to Offerors possessing the appropriate clearance. All classified material must be handled in accordance with the National Industrial Security Program Operating Manual (NISPOM) (DoD 5220-22-M) and Industrial Security Regulation (DoD 5220.22-R).
The solicitation will be issued on an UNRESTRICTED basis under North American Industry Classification System (NAICS) code 236220. The corresponding SBA size standard is $36.5 million. The estimated cost range for the solicitation is a total shared contract capacity of $95,000,000.00. The procurement will result in a firm fixed price Multiple Award Contract.
The solicitation process for this RFP will occur in two steps. In Step I, the Government's objective is to receive and verify potential Offerors' security clearances. Upon release of the solicitation, Offerors will be required to respond in Step I by providing verification. Offerors shall submit the SF 1442, completing blocks 14, 15, and 20 along with a memorandum on company letterhead verifying the following: 1) their firm has the required U.S. Facility Clearance level of SECRET; 2) personnel who will perform on site at the embassy locations currently have U.S. Security Clearances of TOP SECRET; 3) CAGE code; 4) the names of authorized individual(s) to speak on behalf of the firm and signature(s) of those individual(s) 5). Contact information for the Offeror's Facility Security Officer. If the Offeror is a Joint-Venture, they will also be required to submit their Joint-Venture agreement. Responses to the Step 1 Security Verification Process of the solicitation is anticipated to be due by 10 calendar days. The solicitation will include the exact date/time for response to the Step 1 Security Verification Process.
After the Government confirms that the Offerors meet the required minimum U.S. Security Clearance requirements and are otherwise eligible to receive the classified documents, the Government will issue the Step II solicitation to those firms who provided a timely response to the Step I Security Verification Process outlined under the solicitation. Offerors will have a minimum of 30 calendar days to provide a proposal in response to the Step II solicitation contract terms and conditions.
The project will consist of construction activities for facility renovations and repair requirements located in U.S. embassies worldwide with a heavy emphasis on renovations in secure spaces. Work shall include, but not be limited to, repair, enhancement, maintenance, and incidental demolition of facilities, utilities, real property systems, and other infrastructure requirements. Projects will not be design-build, as each project will be fully designed.
The anticipated contract ordering period is five years. The exact duration for task order 0001 will be stipulated in the solicitation.
Place of Performance: Overseas location to be disclosed to only those Offerors with the proper clearances.
It is anticipated that the procurement will be evaluated in Step II on the following factors: Previous Experience; Specific Technical, Resource, and Management Capabilities; and Past Performance and Price. Proposals will be evaluated to determine which offer provides the best value to the Government utilizing trade-off selection procedures. Once proposals are received in Step II, all technical evaluation factors, when combined, are significantly more important than cost or price.

This solicitation is UNRESTRICTED, OPEN TO BOTH LARGE AND SMALL BUSINESS PARTICIPATION.
On or about 1 April 2015, this office will issue a Request for Proposal for an Unrestricted Multiple Award Task Order Contract (MATOC) for facility renovations and repair requirements located in U.S. embassies worldwide, with a total contract capacity of $95,000,000.00. The Government intends to award up to four contracts through this acquisition.
This acquisition will be accomplished in a two-step process:
Step 1: Solicitation will require submission of CAGE Code, for the Government to verify Corporate Facility Clearances (FCL) and will close on or about 15 April 2015.
Step 2: Amendment to the Solicitation will be issued only to those offerors determined to have a valid FCL and will close on or about 16 June 2015.
The work will be for qualified contractors who have experience and meet qualifications to perform Department of Defense (DoD) secure space renovations within U.S. Embassies worldwide.
The predominant part of the work is construction work as defined in North American Industry Classification System Code (NAICS) 236220, with a size standard for small business of $36.5 million dollars gross annual receipts on average for the past three (3) years. This industry classification comprises establishments primarily responsible for the construction (including new work, additions, alterations, maintenance, and repairs) of commercial and institutional buildings and related structures. This industry classification includes establishments responsible for the on-site assembly of modular or prefabricated commercial and institutional buildings. Included in this industry classification are commercial and institutional building general contractors, commercial and institutional building operative builders, commercial and institutional building design-build firms, and commercial and institutional building project construction management firms.
The work will consist of construction activities with a heavy emphasis on renovations in secure spaces and shall include, but not be limited to, repair, enhancement, maintenance, and incidental demolition of facilities, utilities, real property systems, and other infrastructure requirements. Projects will not be design-build, as each project will be fully designed.
The scope is limited to contractors who have an ACTIVE Corporate Facility Clearance along with the capability to safeguard documents at the Secret level and possess a Defense Security Systems (DSS) certified computer system with the capability/certification (from DSS) to produce incidental design/as built drawings documents at the Secret classification level. Contractor staff will also be required to have Top Secret security clearances to complete renovation construction on US embassy properties.
Offerors must have a valid US security clearance of Secret and Top Secret as defined in the summary of work in order to respond to this RFP. All classified material must be handled in accordance with the National Industrial Security Program Operating Manual (NISPOM) (DoD 5220-22-M) and Industrial Security Regulation (DoD 5220.22-R). The Government is not willing to accept any risk associated with or caused by firms not possessing proper security clearance prior to solicitation issuance.
The contract type for this requirement will be firm fixed price.
