About this opportunity

The Internal Revenue Service is procuring an annual renewal for 13 Tenable Nessus Professional software licenses to provide advanced computer security oversight for over 300 state and federal agencies in accordance with IRC 6103 requirements. This commercial off-the-shelf software acquisition is necessary to maintain continuous cybersecurity capabilities, as the current licenses expire on September 18, 2025, requiring procurement in advance to prevent service interruption. Offerors must be authorized Tenable sellers with active SAM.gov registration and must submit their proposals by 10:00 AM EST on July 30, 2025, via email to the designated contracting officers. The IRS will use a Lowest Priced Technically Acceptable (LPTA) evaluation method to select the winning proposal. The agency plans to award a Firm-Fixed Price Purchase Order on or about August 15, 2025, ensuring seamless transition from the expiring licenses.

This procurement is designated as a 100% Small Business Set-Aside under NAICS code 541519 with a $34 million business size standard, with competition anticipated among various small business categories including Service-Disabled Veteran-Owned, Woman-Owned, HUBZone, and Veteran-Owned Small Businesses. The previous contract for this requirement was awarded to Blue Tech under contract number 2032H5-24-P00078, indicating an established procurement history for these services. The new license period will run from September 19, 2025, to September 18, 2026, providing one year of software maintenance support. The procurement specifically requires 13 annual licenses (configured as 8 and 5 annual subscriptions) to maintain the IRS Office of Safeguards' security assessment capabilities. Performance will be based in Linthicum Heights, Maryland, with the software supporting security oversight across hundreds of federal and state agencies that handle federal taxpayer information.
