Place of performance is 75008 Paris, France. The base period runs six months, December 1, 2026, through May 31, 2027, with an option to extend six months through November 30, 2027. The carpenter must be rated OHQ B1 (Highly Qualified Tradesman) under French labor standards, hold a CAP or BAC Pro Menuiserie vocational diploma, and have at least three years of experience. Offerors must demonstrate prior carpenter services experience with references and hold all required French licenses and permits, including a URSAFF tax regularity certificate. The contractor must provide a Contracting Officer's Representative-approved Site Safety and Health Plan and maintain confidentiality under GDPR standards.
Orders total a minimum of EUR 2,000 and a maximum of EUR 110,000 for the period of performance. Pricing must be submitted in Euros as fully loaded hourly rates covering gross salary, meal allowances, transportation, and French law-mandated costs. The Government may award based on initial offers without discussion. The Government intends to award to the lowest-priced, technically acceptable, responsible offeror. Offerors must be registered in SAM with a UEI number before submission.
Amendment 0001, issued October 29, 2026, corrects pages 5, 19, 20, 48, and 52 of the RFP and does not extend the offer deadline. Offerors must acknowledge the amendment before the deadline, and failure may result in offer rejection. Contracting Officer Craig N. Deatrick signed the amendment.
