About this opportunity

The Federal Emergency Management Agency (FEMA) issued a Limited/Sole Source Justification Notice for the award of contract 70FBR425P00000161 to Russell M Belcher dba Isle of Palms RV Resort in Steinhatchee, Florida for temporary housing assistance following Hurricanes Helene and Milton. The contract involves the monthly lease of twelve commercial lots/pads where FEMA will place Temporary Transportable Housing Units (TTHUs) to provide housing solutions for eligible disaster survivors. The sole source justification is based on geographical and feasibility constraints, as the selected RV park is one of the few viable options in Taylor County, Florida that meets FEMA's requirements for safe, sanitary, and accessible temporary housing. The contract duration extends for 18 months from the respective Presidential Disaster Declarations (September 28, 2024 for Hurricane Helene and October 11, 2024 for Hurricane Milton), with a base period of six months and potential extensions. While the specific contract value was not disclosed in the notice, the pricing was determined through market research of commercial park lot rates in Florida, and the contract will be funded through Disaster Relief Funds allocated for these specific disaster declarations.
