About this opportunity

The Department of the Air Force Materiel Command Test Center seeks procurement of proprietary Telestra Servers, software upgrade, and maintenance subscription with proposals due July 14, 2026. This is a sole-source procurement with ADVANCED SIMULATION TECHNOLOGY, INC. (ASTI), the original equipment manufacturer and sole developer of the Telestra servers and associated software. Amendment 1, issued July 9, increases the quantity of CLIN 0001 from 2 to 3 ASTi-SRV-11 servers; offerors must acknowledge receipt of the amendment by the deadline or face offer rejection.

Place of performance is Edwards Air Force Base, California. The procurement includes three base line items: three ASTi-SRV-11 servers (90-calendar-day delivery from award), software upgrade to the latest version (30-calendar-day delivery from award), and Telestra software and information assurance maintenance subscription for one year from July 20, 2026 through July 19, 2027. Four option years extend the subscription through 2031. All line items are priced on a firm fixed-price basis. Delivery is FOB Contractor/Destination to Edwards AFB with payment via WAWF electronic invoicing. The NAICS code is 541512, Computer Systems Design Services; PSC code is 7A21, IT and Telecom–Business Application Software (Perpetual License Software).

The justification cites ASTI as the OEM with exclusive proprietary rights and technical data; no authorized resellers exist. Market research using AI confirmed no competing hardware-based systems. The contracting officer is Jenna Jacobson, jenna.jacobson@us.af.mil, 661-277-9558.

Description

Statutory Authority

10 U.S.C. 3204(a)(1) as implemented by RFO 6.103-1

Justification

ASTi is the original equipment manufacturer (OEM) and sole developer/provider of the Telestra servers and associated software. No other vendor possesses the proprietary rights or technical data necessary to modify the code for mission and critical updates. There are no authorized resellers.

Scope of Work

3   ASTi-SRV-11    ASTi Servers

1   SW-UG-TEL      Upgrade Telestra Software to new version

TL-SW-IA-M     Software and IA Maintenance Subscription for 5 years (base + 4 option years)

Market Research

AI was used in the market research to find similar systems. The only hardware based system found was from ASTi. Similar packages such as SERA (Simulation Environment Radio Architecture) and Voisus Comms Logger are software packages described to be run on ASTi Telestra hardware. Solo Audio & I/O Devises are hardware peripherals to be added to a Telestra system. While SERA and Voisus were researched as being compatible with TELESTRA hardware, the SIL is required to keep their systems the same as other SIL's across the DAF. In that case TELESTRA has to be used by the SIL at least 14 years to comply.
