About this opportunity

The National Telecommunications and Information Administration (NTIA), a bureau of the Department of Commerce, intends to negotiate on a sole-source basis with Lumen Technologies, Inc. for telephone services supporting remote facilities in Gettysburg, Pennsylvania and Longmont, Colorado, with responses due by May 29, 2026. The contract will consist of one 12-month base period followed by four one-year priced options under FAR 6.302-1, citing that only one responsible source exists to satisfy agency requirements.

Place of performance encompasses two facilities: 1270 Fairfield Road, Gettysburg, PA 17325, and TMFS 8600 N 39th Street, Longmont, CO 80503. The Longmont facility supports the Institute for Telecommunication Sciences (ITS), which operates critical infrastructure for NTIA's radio science research, spectrum management, and telecommunications standards development. Any responsive party must clearly and thoroughly refute the Government's sole-source justification with supporting evidence and address how services can be provided without jeopardizing ongoing projects at ITS.

The procurement falls under NAICS 517111 (Wired Telecommunications Carriers) and PSC DG11 (IT and Telecom—Network: Satellite Communications and Telecom Access Services). No solicitation package is currently available. The Government reserves sole discretion to determine whether to conduct a competitive procurement based on responses received. If no affirmative responses are received within 15 days of posting, the contract will be issued to Lumen Technologies, Inc. Interested parties must submit questions in writing via email to ecrawford@doc.gov.
