About this opportunity

The Department of the Air Force Reserve Command is seeking a telecommunications upgrade at Grissom Air Reserve Base, transitioning from legacy Time-Division Multiplexing (TDM) to Session Initiation Protocol (SIP) infrastructure by May 2025. This pre-solicitation notice outlines a critical modernization effort mandated by a February 2023 DoD directive to enhance communication system interoperability and efficiency. The contractor will be responsible for porting existing telephone numbers, configuring state-of-the-art telephone services, and implementing a comprehensive telecommunications migration. The solicitation is associated with document FA465425Q0003 and requires detailed technical capabilities in wired telecommunications services. While specific evaluation criteria are not explicitly detailed in the pre-solicitation, the Performance Work Statement suggests that technical compliance, service reliability, and ability to meet stringent uptime and restoration requirements will be key assessment factors.

The opportunity is designated as a Total Small Business set-aside, focused on the NAICS category 517111 for Wired Telecommunications Carriers. The contract scope includes providing services for Peru, Indiana, covering area codes 765, 260, 317, and 812, with requirements to support 3,000 phone numbers and enable 40 concurrent calls. The contractor must implement the migration within 180 days of award, maintain 99.9% service uptime, and provide 24/7/365 emergency support with outage restoration within 4 hours. Work will be performed primarily during standard business hours (Monday-Friday, 7:00 AM to 3:00 PM), with a mandatory 24-hour point of contact for service issues. While a specific award value is not disclosed, the comprehensive technical requirements and broad service area suggest a significant procurement opportunity for qualified small business telecommunications providers.

Notice text

Telecommunications Upgrade from the DoD current Time-Division Multiplexing (TDM) phone long distance and DSN protocol to the Session Initiation Protocol (SIP) by 1 May 2025.The Department of Defense (DoD) issued a directive in February 2023 mandating that all legacy Time-Division Multiplexing (TDM) telecommunication infrastructures be migrated to Internet Protocol (IP) by May 2025. This move is part of a broader effort to modernize and enhance the DoD's communication systems, ensuring better interoperability and efficiency. This upgrade will involve the porting of our existing telephone numbers or procurement of contiguous telephone numbers, enabling local and long-distance concurrent calls. Collaborating closely with carriers to configure and deliver state-of-the-art telephone services is essential. See PWS attachment for detailed technical requirements.
