THIS ACTION IS AUTHORIZED EXCLUSIVELY AS A SOLE SOURCE PROCUREMENT WITH Verizon Corporation. The U.S. Department of Homeland Security intends to issue a contract for services to allow the National Communications System (NCS), National Coordinating Center (NCC) to directly request the services of and provide instructions to a contractor representative when that individual is operating as an Industry Representative for the National Coordinating Center (NCC), per the NCC Operating Charter. The NCC was created in Executive Order 12472, April 1984, to assist in the initiation, coordination, restoration and reconstitution of National Security and Emergency Preparedness (NS/EP) telecommunications facilities; including public switched networks. The Industry Representative shall provide additional industry support, special communications, attendance at specified activities (travel and training), and other miscellaneous business activities.
The anticipated period of performance of this requirement is one (1) base year and two (2) one year option periods. The anticipated dollar value of the resultant contract is anticipated to be under the simplified acquisition threshold. The proposed contract action is a requirement for which the Government intends to solicit and negotiate with only one source under the authority of the Federal Acquisition Regulation (FAR) 6.302. Interested persons may identify their interest and capability to respond to the requirement. This notice of intent is not a request for competitive proposals. However, all capability statements received by Friday, March 18, 2011 will be considered by the Government. A determination by the Government not to compete this proposed contract based upon responses to this notice is solely within the discretion of the Government. Information received will be considered solely for the purpose of determining whether to conduct a competitive procurement. All responses should be sent via email to: Janeen.Guest@dhs.gov.
