About this opportunity

The Naval Sea Systems Command is seeking a contractor to provide telecommunications landline support and hardware repair services for legacy telephone systems at Norfolk Naval Shipyard (NNSY). The scope of work includes as-needed maintenance services such as system resets and restores following power outages, diagnostic assessments, repairs and adjustments to Nortel Meridian and AT&T Merlin switches and equipment, and technical support and consultation. The contractor must possess expertise in repairing Partner, Meridian, Merlin, Lucent Technologies, Avaya, and similar telephone systems, and must be regionally located with the ability to respond within one day of notification and arrive on-site within two to three days. The procurement will be evaluated using a Lowest Price Technically Acceptable (LPTA) evaluation criterion, with technical acceptability assessed through the offeror's demonstrated capability and experience performing similar services, supported by examples of recent relevant projects. The deadline for submitting written questions is March 12, 2026 at 5:00 PM EST, and quotations must be received by March 16, 2026 at 5:00 PM EST via electronic submission to the designated contracting officers.

The solicitation does not utilize a set-aside designation, though the government file indicates the original posting referenced a Women-Owned Small Business (WOSB) set-aside. The contract covers three line items for IT and Telecommunication Network Support Services, each valued at 100 hours on a Firm Fixed Price basis, with a base contract period running from March 1, 2026 through February 28, 2027, and two optional one-year extensions extending through February 28, 2029. The contractor must provide all necessary transportation, personnel, tools, and equipment, and is required to submit monthly reports detailing repairs performed and hours utilized. The place of performance is Norfolk Naval Shipyard, Portsmouth, Virginia 23709, and all contractors must obtain a Defense Biometric Identification System (DBIDS) card and NAVSEA green access badges following a security vetting process.
