About this opportunity

The Department of Energy, National Nuclear Security Administration is soliciting expressions of interest by May 15, 2026 for modernization of telecommunications circuits and services across multiple NNSA facilities operated by Mission Support and Test Services, LLC (MSTS). No set-aside applies.

MSTS operates the Nevada National Security Site in southeastern Nye County, Nevada (approximately 65 miles northwest of Las Vegas), the North Las Vegas Facility, Remote Sensing Lab at Nellis AFB in North Las Vegas, Remote Sensing Lab at Andrews AFB in Maryland, Special Technologies Lab in Santa Barbara, California, Livermore Operations in Livermore, California, and Los Alamos Operations in Los Alamos, New Mexico. The current centralized VoIP system with traditional landline services processes more than 1.5 million calls annually and supports over 25,000 DIDs across these locations.

MSTS seeks a single-vendor solution to replace all traditional landline circuits with modernized, highly reliable telecommunication circuits and services capable of supporting up to 24x7 mission needs. Solution design must address reliability, cost, complexity, local site survivability, service level agreements, and 911 support. Each location currently maintains its own access circuits for localized service and survivability; no public access circuits exist at the NNSS. MSTS intends to issue a long-term subcontract and requires the selected contractor to provide a comprehensive solution design addressing the modernization scope across all locations.
