About this opportunity

The U.S. Embassy in Tegucigalpa, Honduras seeks qualified Architect/Engineer firms to conduct a comprehensive feasibility study for the design and construction of a dedicated underground medium-voltage power feeder serving the U.S. Embassy New Embassy Compound, with proposals due July 13 (extended from June 26 by Amendment 0001). This is a qualifications-based selection; price proposals are not requested at this stage.

Place of performance is Tegucigalpa, Francisco Morazán, Honduras. The selected firm(s) will evaluate power supply alternatives in coordination with Empresa Nacional de Energia Electrica (ENEE), Honduras' national electric utility; assess technical, regulatory, operational, and logistical viability of the underground feeder system; evaluate ENEE's institutional capacity to support installation, operation, and maintenance of underground MV electrical infrastructure; identify and assess qualified local partners and contractors for civil works; and analyze potential overhead feeder alternatives including costs, risks, and associated advantages and limitations.

The NAICS code is 541330, Engineering Services; PSC is C211. The U.S. Government may award either a single contract for all services or multiple contracts for separate portions to the most qualified firms.

Evaluation uses seven equally-weighted criteria: (1) Professional Qualifications and Licensing, requiring a licensed electrical engineer project manager with 10+ years Honduras power systems experience, an MV systems engineer with 8+ years experience, a licensed civil/geotechnical engineer, a surveyor with GPS and total station capability, and firm registration with CIMEQH; (2) Language Proficiency in English, particularly electrical engineering and power systems terminology; (3) Relevant Experience, including 5+ years with Honduran codes and permitting, MV distribution and feeder design expertise, ENEE coordination experience, and geotechnical assessment capability; (4) Project Management and stakeholder coordination; (5) Market Knowledge of Honduran construction, contractors, permitting, and Government of Honduras regulatory requirements; (6) Deliverables and Reporting capabilities; and (7) Conflicts of Interest—the firm shall not have financial interest in any U.S. or local construction firms that may be recommended in the study. Submissions must be in PDF format, maximum 30 MB per email, sent electronically to Proctgu@state.gov using the completed Standard Form 330.
