About this opportunity
The Department of Energy (DOE) Headquarters is seeking potential small business contractors through this pre-solicitation notice to provide services that can reduce the burden of the DOE Loan Program Office's (LPO) requirements on Tribes applying to the Tribal Energy Financing Program (TEFP). The objective is to locate contractors that can assist TEFP applicants who have completed the Part I requirements but are facing financial barriers in achieving the Part II Viability Application submittal requirements. These Part II requirements allow the LPO to determine the viability and "reasonable prospect of repayment" for the proposed projects, as well as the level of due diligence required.
This opportunity is not set aside for any specific business size or socioeconomic status. The agency has not provided any information about potential incumbent contractors or award values. The pre-solicitation notice was posted on October 25, 2024, and responses are due by November 15, 2024. The North American Industry Classification System (NAICS) code for this requirement is 541611 - Administrative Management and General Management Consulting Services, and the Product Service Code (PSC) is R408-P - Support-Professional: Program Management/Support.

The objective of this market research is to locate potential small business contractors that can reduce the burden of Department of Energy (DOE) Loan Program Office’s (LPO) requirements on Tribes applying to the Tribal Energy Financing Program (TEFP). The TEFP will use the financial and technical assistance appropriations to aid TEFP applicants that have completed the Part I requirements but are facing financial barriers in achieving the requirements for the Part II Viability Application submittal. The requirements of Part II allow the LPO to determine the viability and the “reasonable prospect of repayment” and the level of due diligence required for a given proposed project.
