Added: Oct 08, 2009 12:20 pm Modified: May 10, 2010 6:35 pmTrack Changes The purpose of this modification to the PEO SUB Technology Insertion Hardware (TIH) synopsis is to release a draft Request For Proposal (RFP). The draft RFP is being released to solicit comments and questions from potential offerors. The draft RFP will remain posted until the final RFP is ready for release. Interested offerors are strongly encouraged to respond with questions and comments as soon as possible so they can be reviewed prior to the release of the final RFP. All questions shall be submitted to KYPT_WA_TEAMSUB_TIH@NAVY.MIL using the attachment labeled Draft RFP Industry Question Sheet located on FedBizOpps. Firms that submit questions or comments in response to this draft RFP will not receive a response. Questions and comments will be reviewed by the government to determine if changes need to be made to the RFP.

Added: Oct 08, 2009 12:20 pm Modified: Apr 28, 2010 12:05 pmTrack Changes On 02 April 2010 the Naval Sea Systems Command, Naval Undersea Warfare Center Division Keyport issued a synopsis for planned solicitation N00253-10-R-0001 for design, production, installation and support of Technology Insertion (TI) Hardware for TI-12 and TI-14 for Program Executive Office Submarines. The synopsis stated that the solicitation would be issued on or around 17 April 2010. The solicitation is currently under review and a revised release date has not been established. Potential Offerors are advised to continue to monitor the Navy Electronic Commerce Online (NECO) web link at https://www.neco.navy.mil and Federal Business Opportunities at www.fbo.gov. When the solicitation is released, potential Offerors will have the opportunity to submit questions to the Navy. All such questions shall be received electronically within fifteen (15) days after release of the RFP to allow the Navy adequate time to prepare and issue responses to all Offerors prior to the date and time set for receipt of proposals. Only questions transmitted electronically will receive a response. It is the Government's intention that questions and responses will be provided via an amendment to the solicitation. The Navy will continue to accept questions up to the closing date and time of the solicitation; however, time may not permit responses to be issued prior to receipt of proposals for questions received after the time set forth above. Receipt of proposals will be forty-five (45) days after issuance of the RFP.

Added: Oct 08, 2009 12:20 pm Modified: Apr 02, 2010 6:51 pmTrack Changes The Naval Sea Systems Command, Naval Undersea Warfare Center Division Keyport intends to issue a solicitation to execute the design, production, installation and support of Technology Insertion (TI)-12 and TI-14 for Program Executive Office Submarines. Technology Insertion Hardware includes but is not limited to: Displays, workstations, processors, and network systems used in Mission Critical/Essential Host Systems currently installed on Seawolf, SSGN, 688i and Virginia Class submarines. The total maximum ceiling for the prospective contract will be $942.4 million. The resultant contract is anticipated to be awarded as a Singe Award Indefinite Delivery Indefinite Quantity contract with Firm Fixed Price and Cost Plus Award Fee provisions. It will include a base year plus four (4) one (1) year options. The solicitation number for this requirement when issued will be N00253-10-R-0001. Offers shall be FOB Origin. . Offers will be evaluated on the basis of best value to the Government, which means that selection of the contractor is to be based on other than the lowest price, technically acceptable offer. The solicitation will be issued as an unrestricted procurement. The applicable NAICS Code for this requirement is 334290 with a small business size standard of 750 employees. It is anticipated that the solicitation will be issued on or around 17 April 2010. The anticipated closing date of the solicitation will be 2 June 2010, unless a later date is specified in the solicitation. The RFP will be posted on the Navy Electronic Commerce Online (NECO) web link at https://www.neco.navy.mil and will also be available for download at the Federal Business Opportunities web link at www.fbo.gov. The following fields must be completed as follows: the 'branch' or 'Code' you support is "PMS425", the 'Navy Sponsor POC' is "Toni Duncan", the 'Navy Sponsor Code' is "PMS425", the 'justification for your need to know' is "Prospective Offeror for the Program Executive Office Submarine Technology Insertion Hardware Competition" and check 'IQ9 - TIH E-TIC' as the area for which you have a 'need to know'. When the request form is complete, hit the send button at the bottom of the page and you will be notified that the request is being processed. If the request is approved, an AIMTC User Account Information email will follow that provides E-TIC login and password information. No bidders list will be maintained by this office; and no telephone or fax requests for the RFP package will be accepted. Failure to respond to the electronically posted RFP and associated amendments prior to the date and time set for receipt of quotes may render your offer nonresponsive and result in rejection of the same. Offerors must have a current registration in the DoD Central Contractor Registration (CCR) database (http://www.ccr.gov). Offerors are also advised that representations and certifications can be completed electronically via the ORCA website at http://orca.bpn.gov, but it is preferred that the information be provided with the proposal. Added: Oct 08, 2009 12:20 pm The Naval Undersea Warfare Center (NUWC), Keyport, WA is seeking industry input to develop a solicitation which will maximize competition for the development, integration, and production of Common Production Hardware (CPH). CPH is the latest generation of display, processor and network systems which provide computer processing and memory, data storage and extraction, and Input/Output (I/O) interfaces to support specific host software applications of Navy Combat Control, Sonar and Imaging Systems. The Government anticipates issuing an IDIQ contract with Contract Line Items (CLINs) for Production, Non-Recurring Engineering Services, Other Direct Costs, and Data Submittals. The future contract is anticipated to include a base year and four option periods. The NAICS code is: 423690 and the Small Business Size Standard is 500 employees. This will be a full and open, unrestricted solicitation. The Navy intends to release a Request For Proposal (RFP) early in 2010. An Industry Day is scheduled for 21 October 2009 at the Washington DC Navy Yard, Bldg 197 from 9:00 a.m. to 12:00 p.m.. The Statement of Work (SOW), Contract Line Item Number (CLIN) structure, JPAS form for requesting access to the Navy Yard, and Questionnaire form will be posted within 24 - 48 hours of this announcement. Questions and input from industry should be typed on the attached questionnaire and emailed to POCs: Ms. Tonya Royal-Benson, email: tonya.royal-benson@navy.mil and Mr. James Slantis, email: james.slantis@navy.mil no later than 3 p.m., 15 October 2009.
