About this opportunity
The United States Agency for International Development Office of Inspector General (USAID/OIG) is soliciting proposals for Technical Support Services through a Request for Proposal (RFP) targeting GSA contractors under Schedule 54151HACS with the Highly Adaptive Cybersecurity Services Special Item Number. The services required include external network penetration tests, internal network vulnerability assessments, Wi-Fi and cell phone testing, oracle database tests, and related staff training to support the agency's independent evaluations and audits. Contractors must be categorized in the Penetration Testing & Risk and Vulnerability Assessments subgroups, with proposals to be evaluated using a best value source selection methodology where non-price factors are significantly more important than price. The solicitation requires all questions to be submitted by November 18, 2024, to Kiaira Stallworth and Scott Ferrante, with proposal submissions due by December 27, 2024. Proposals will be evaluated based on criteria outlined in the Instructions to Offerors document, with an emphasis on technical capability and approach.
The solicitation is a total small business set-aside with a NAICS code of 541519 and a $34.0M size standard. The contract will have a one-year base period with four one-year option periods, representing a potential total contract duration of five years. While no incumbent is explicitly mentioned, the contract will support USAID's extensive IT infrastructure, which includes approximately 13,000 staff across Washington DC and 80 overseas facilities with 25,000 active IP addresses. The maximum value for all orders under the Blanket Purchase Agreement is $5 million, with no minimum or maximum number of orders specified. Key personnel requirements include a Senior Cybersecurity Professional with 10+ years of experience and a Mid-level Cybersecurity Professional with 8+ years of experience. The place of performance is Washington, DC, with potential for remote work and occasional travel. Contractors are expected to provide their own penetration testing tools and software licenses, with an anticipated 45-day onboarding process.
